In the report of the 19 th National Congress of the Communist Party of China,it was first proposed by Chinese President Xi Jinping to implement the Rural Revitalization Strategy and effectively solve the problems of "agriculture,rural areas and farmers".Industrial development is not only the inexhaustible driving force for rural stability and prosperity,but also the source of promoting rural revitalization.Vigorously protecting agricultural products with geographical indications,building regional brands of agricultural products and promoting the large-scale development of characteristic industries are conducive to forming market competitive advantages,boosting agricultural transformation and upgrading,and increasing farmers’ production and income.After more than 20 years of development,"Dali winter jujube" has become a well-known local characteristic industry,providing support for driving the high-quality development of county economy.How to keep and continue to strengthen the gold lettered signboard of "Dali winter jujube" has become a major event in the minds of Dali cadres and the masses and a beautiful dream they have sought day and night.In cases like "Dali winter jujube",where the regional brand of agricultural products drives the revitalization of local industries,local governments play an important role.Without the support,protection and management of local governments,it is difficult for the regional brand of agricultural products to expand its market influence and become a local symbol.This paper focuses on the methods of questionnaire and interview,and investigates the heads of relevant departments such as Dali County agricultural and rural bureau,forestry bureau and market supervision and administration bureau,the heads of some professional cooperatives,and ordinary farmers engaged in winter jujube sales,agricultural materials management,packaging,storage logistics personnel summarized.Analyzed the shortcomings from four aspects: guidance and support,support services,supervision and management,and publicity and promotion,and analyzed the reasons for these problems: the lack of long-term systematic planning of local governments,the inadequate transformation of government functions,functional departments lack coordination and cooperation,and there are deviations in the supply of government services.The following suggestions are put forward for optimizing: overall deployment and rational formulation of industrial planning;Transform functions and give full play to the role of emerging business forms;Clear responsibilities and pragmatic brand quality supervision;Make precise efforts to promote industrial integration and increase income.
