Research On The Implementation Of Fair Competition Review System Of Grass-roots Government In China

To promote efficient economic development,it is necessary to minimize the direct allocation of various resources by administrative means and increase the vitality of market subjects by "subtracted" government administrative power.Therefore,the State Council promulgated the "Opinions on Establishing a Fair Competition Review System in the Construction of the Market System" to standardize administrative power and prevent the introduction of measures to restrict market competition.Under this background,the L area as X city to carry out fair competition early review of grassroots government,has obtained certain achievements,but some problems also appeared in the process of execution,such as the executive force is not strong,run the fragmentation and so on.On L district,it is necessary to study,and puts forward some advices to improve grass-roots government effectiveness,and to further maintain the market order of fair competition.This paper use the research methods such as in-depth interviews and questionnaires,Smith policy execution model and holistic governance theory,explores the L fair competition in the district government censorship,implementation of the development process of the current situation,problems and causes,and based on this,puts forward the corresponding Suggestions.Combined with field visits and investigation data,this paper holds that there are problems in the current system implementation of L zone,such as unsatisfactory policy practice,inadequate implementation of implementation subjects,unclear understanding of target groups,and imperfect policy environment construction.Through analysis,it finds the causes of insufficient policy guarantee and design,lack of human resources and communication,lack of awareness and knowledge of participation,and imbalance between policy environment and demand.Finally put forward to optimize the top design,improving local government executive force censorship,building work sharing pattern,creating an environment of policy implementation good advice.
