| In the national security system,prison,as a penalty execution organ,shoulders the important task of maintaining national security,social stability and people’s peace of mind.It is an effective way to realize the great goal of national modernization governance to steadily improve prison governance capacity and construct a modernized governance system.As the concrete executor of penalty execution,it is particularly important for prison police to be qualified for professional requirements.How to build a competent and competent prison police force to boost the high-quality development of prisons has become an important subject of the new era prison cause.In recent years,many scholars at home and abroad have conducted qualitative studies on the existing problems,professional literacy,professional ability,physical and mental influencing factors of the prison police force.In relevant studies,domestic scholars have pointed out the problems existing in the prison work efficiency,which is of great significance to improve the ability and quality of the prison police.However,due to different social systems and the influence of political,historical,cultural and other factors,foreign scholars’ research is of low reference value,and relevant quantitative analysis is even less.This study set out actually from our country prison,problem orientation,introducing the prison police "competency model" of prison police power at the grass-roots level promote the solution of the problem: to build the grass-roots prison police competency model,and has carried on the empirical test,in order to promote Shaanxi prison police competency at the grass-roots level to provide necessary theoretical and practical support.To be specific,this study firstly combined behavioral event interview method and literature analysis method to construct the theoretical framework of grassroots prison police competency model,including the collection of several characteristics such as police practical skills,basic laws and regulations knowledge,firm political stance,love and dedication to work and so on.Secondly,questionnaires were used to further verify the model: One is structure validity verification,the other is the model by using the method of exploratory factor analysis framework to the five factors,is closely related between each factor,the third is by confirmatory factor analysis method to check the fitting degree of various factors,identified the five dimensions,28 item of stable and reliable prison police competency model at the grass-roots level.Finally,the application space and application field of this model in human resource management of grassroots prison police are analyzed,that is,the application in the following three aspects: first,the selection policy of grassroots prison police is analyzed;The second is based on the model in the training mechanism;The third is to introduce the model into the performance appraisal of grassroots prison police,so as to realize the realistic value of the model. |
