| The community police are the fundamental force of social governance.In the process of modernizing the national governance system and governance capabilities,their tasks and responsibilities are becoming more and more complex,and the range of their services is constantly expanding.However,the old governance concepts and experience of community police are far from being compatible with the level of social development,which in turn leads to a mismatch between the overall governance efficiency of the public security team and the needs of national governance.Therefore,it is necessary to improve the personal capabilities and organizational management of the community by using the scientific methods.The competency theory,as a classic in the field of management,has been relatively comprehensively studied and applied in the fields of business management and some administrative management,which has effectively promoted the professionalization and refinement of the development of the industry.Applying competency theory to the management of community police is an innovative measure of combining theory with practice in the police field.It can fully integrate the current practice of community policing,integrate multiple resources and suggestions from the society,make reasonable suggestions from various aspects such as personal growth and system construction,effectively improve the management activities of community police,enhance the personal quality of community police,and provide a lasting impetus to national governance and social security.Based on the competency theory,this research reviews and compares the classic research on the competency and the community policing,constructing a competency model for community police officers on the basis of empirical research.From this,recommendations are made for community police officer competency enhancement and organizational management,aiming to improve the management level and give full play to the application effectiveness of the theoretical model.Firstly,based on literature analysis,key event interviews and job responsibility analysis,the theoretical framework hypothesis of the competency model of community police is constructed,which include five dimensions: community policing knowledge,community policing ability,self-concept and community role,personal traits and motivational needs.Secondly,conduct a questionnaire survey and research.Perform factor analysis and other data processing on the recovered valid data,verify and adjust the above theoretical framework hypotheses,complete the construction and test of the competency model of community police,and draw the following conclusions: The community police competency model is a multi-dimensional structure,including six dimensions closely related: community policing knowledge,community policing capabilities,self-concept and community roles,personal characteristics,physical and mental qualities,and motivational needs,with a total of 32 competency elements.The model has good stability and reliability.Finally,based on the above conclusions,the practical application path of the competency model in community police capacity improvement and organization management was put forward: the first,to improve the design of the community police training system;the second,to introduce it into the work performance evaluation of community police;the third,to guide community police personal career planning,in order to give play to the realistic value of the model. |
