| In recent years,China has been in the stage of rapid economic and social development.The employment structure has undergone great changes,and labor relations have also taken on new characteristics of diversified subjects: increasingly complex labor relations and increasingly diversified labor forms.In 2008,the concept of "two networks of labor security supervision" was first proposed by the Ministry of Human Resources and Social Security.It was implemented nationwide in 2011.This new mode of labor security supervision and management is put forward from the strategic perspective of labor security supervision in China,which provides an important measure for the reform of labor security supervision system in China and an effective way to solve some outstanding problems existing in the current labor security work in China.Labor security supervision "two networks" management can make labor supervision institutions timely intervene in the labor relations,quickly and efficiently resolve the contradiction between labor and capital at the first time,to protect the legitimate rights and interests of workers,It also ensures the harmonious and stable development of economy and society.However,there are many problems in the construction of law enforcement team,means and intensity of law enforcement and working mode of law enforcement,which need to be further discussed.From the perspective of "two networks" management of labor security supervision in Yaozhou District,Tongchuan City,this paper analyzes the status quo of "two networks" management mode of labor security supervision in Yaozhou District,Tongchuan City,based on the new public service theory,digital governance theory and new public service theory,through comparative analysis,interviews and case analysis.From yaozhou District,Tongchuan city,labor security supervision "two networks" organizational structure and function,grid division and staffing,"two networks" information collection method and system application of three aspects to analyze the management status.It is found that the "two networks" management of labor security supervision in Yaozhou District of Tongchuan city has some problems,such as weak law enforcement force,single means of supervision and law enforcement,and outdated working mode of supervision and law enforcement.The reasons for these problems are as follows: the government’s financial support for the "two networks" management of labor security supervision in Yaozhou District of Tongchuan city is not enough;Related laws and regulations are not perfect,including low legal basis,lack of enforcement,administrative enforcement is too weak;The organizational construction of supervision departments lags behind,including unclear division of department functions,and insufficient information technology construction and application level.At the same time,the text also draws lessons from other areas of China’s labor security supervision "two networks management" advanced experience.Suggestions are summarized to improve the "two networks" management of labor security supervision in Yaozhou District of Tongchuan city: Firstly,strengthen labor security supervision and law enforcement force in multiple ways,including financial support,expansion of staff and staffing;Secondly,We will improve the supervision and law enforcement mechanism for labor security,including improving labor security related laws and regulations,enhancing the supervision status of labor security supervision department,entrusting compulsory enforcement power,and increasing the punishment of illegal employment behavior.Finally,strengthen labor security supervision "two networks" organization construction,including management system construction,information construction,department joint complaint and report mechanism construction. |
