Research On The Status Quo And Governance Path Of Relatively Poor Population In Urban Communities

Eliminating poverty and achieving prosperity are the common goals pursued by human society.Since the reform and opening up,the Communist Party of China has successively implemented a series of strategies to eliminate poverty from top to bottom,and the poverty alleviation work has achieved remarkable results.However,basically eliminating absolute poverty is not the end of China’s poverty alleviation work,but a sign that China’s poverty alleviation work has begun to shift to the stage of relative poverty governance.As an important place for the production and life of the urban population,the mobility of poor groups in urban communities is greater,the management tasks are more arduous,and the reasons are more complex,which brings great challenges to statistical monitoring,formulation and implementation of anti-poverty policies.The questions that this paper is devoted to discussing are:(1)How to identify the relatively poor population in urban communities and more accurately count the dynamic changes of the basic situation of the poor?(2)How to integrate multiple subject forces to participate in relative poverty governance?(3)What kind of policy interventions can local governments use to optimize the governance mechanism of relative poverty in urban communities?Taking the H community as a case,this paper analyzes and discusses the characteristics,scale and composition of the poverty groups in the urban community and the overall current situation and the internal mechanism of its generation.The study found that in the process of urbanization,the relatively poor people in urban communities can only engage in some manual labor-related industries.These industries have low social status and low income levels,and it is usually difficult to change their social and economic status even with hard work.It is difficult to resist all kinds of sudden risks,and it is very easy to fall into poverty.The lack of normative labor market,the poverty of basic rights,and the vulnerability of multiple welfare guarantees are the key factors that cause the relatively poor groups in urban communities to become impoverished.In order to solve the problem of sustainable development of relatively poor groups in urban communities,it is necessary to think about the integration of public policy concepts into urban community governance and alleviate relative poverty from the aspects of governance mechanism,government intervention,and multi-subject collaboration.Comprehensive measures are taken from five aspects: sound income distribution,sound employment security,adequate protection of rights,active participation of multiple subjects,and construction of a smart society.
