Study On The Connection Between Poverty Alleviation And Subsistence Allowance System Under The Background Of Relative Poverty ——Taking The Pilot Poverty Alleviation Reform Zone As An Example

With the prominence of relative poverty,national poverty management is in the transitional stage from absolute poverty to relative poverty.Poverty alleviation and development policies and the minimum living security system are two main approaches to poverty control.The minimum living security system mainly plays the role of providing support for the poor,while the poverty alleviation and development policy mainly plays the role of enhancing the development capacity of the poor.The two systems are connected to form a joint institutional force and provide various assistance to the poor.Under the new situation of relative poverty governance,how to better connect the two systems to meet the new governance needs is of great research significance.Paper to maslow’s hierarchy of needs,based on the theory of development-oriented social policy,first of all,from the policy objectives,content and the analysis of the participation main body three dimensions of poverty alleviation and development policy and the system of subsistence allowances for the correlation of two system cohesion,second,to reform experimental zone for poverty alleviation in lishui,suqian,sanming city,zibo city,as the study case,from system,standards,cohesion,four dimensions such as object,management,cohesion is an analysis of the current situation of the two system to connect and delve into two system reform experimental zone for poverty alleviation cohesion of experience and existing shortcomings.On this basis,considering the urgent needs of the current poverty management transition,this paper makes an empirical analysis on the connection of the two institutions and standards.This paper uses the grey relational model to screen and analyze the influencing factors of the establishment of the two system standards,and uses the extended linear expenditure model to calculate the macro data of Sanming City panel,and then puts forward the countermeasures of the convergence of standards.Finally,the paper still puts forward suggestions on optimizing the connection between poverty alleviation and subsistence allowance system in the pilot area of poverty alleviation reform from the four dimensions of system connection,standard connection,object connection and management connection,which provides reference for the connection between the two systems in the context of national relative poverty.The study found that poverty alleviation and development policies and the minimum living security system need to be adjusted with the change of the focus of poverty control if they want to play a synergism.Poverty alleviation and development policy and subsistence allowance system need to be improved respectively to meet the needs of relative poverty management.The connection between poverty alleviation standards and subsistence allowance standards should pay attention to the inherent correlation,and the formulation and adjustment of the two standards should take into account both per capita disposable income and per capita consumption expenditure.On this basis,the connection of the two standards should aim at meeting the needs of low-income people and improving the level of social security.The identification of low-income objects should realize the full coverage of expenditure poverty,and the information sharing platform of low-income objects should also realize the provincial sharing.
