In the process of agricultural production,the use of chemical pesticides poses a threat to the quality and safety of agricultural products.In contrast,biological pesticides have the advantages of being friendly to the environment,humans and animals and not easy to induce resistance to diseases and pests.Promoting farmers to apply biological pesticides is an important way to realize agricultural green production.Due to the asymmetric market information,the high-quality agricultural products planted with biological pesticides may not be able to achieve good prices,resulting in farmers’ attitude towards biological pesticides is often "applauding but not winning".As an effective means to solve the problem of market failure,government regulation has undoubtedly become an important factor affecting farmers’ biopesticide application behavior.Therefore,it is of practical significance to study the impact path of government regulation on Farmers’ behavior and put forward relevant government policies to promote farmers to adopt biopesticide technology and realize green agricultural production.Taking farmers as the research object,using the survey data of 524 farmers in Shouguang City,Shandong Province,this paper investigates the impact mechanism of government regulation policies on Farmers’ biopesticide application behavior.Firstly,the ordered logistic model is used to study the impact of government regulation on Farmers’ biopesticide application behavior.On this basis,the intermediary mechanism of farmers’ cognition between "government regulation and farmers’ behavior" is analyzed by using the intermediary variable model.The conclusions of this paper are as follows:First,from the perspective of Shouguang City as a whole,the vast majority of farmers have begun to apply biological pesticides,and chemical pesticides are mixed with biological pesticides,indicating that Shouguang City,as the largest vegetable supply base in China,has a high level of farmers’ awareness of green agricultural products and green production awareness.Second,from the perspective of farmers’ characteristics,farmers with small age,large planting area and no part-time job are more likely to apply biological pesticides,indicating that it is particularly urgent to attract young people to return home to engage in family farms and green production under the background of Rural Revitalization.Third,from the perspective of farmers’ cognition,most farmers believe that biological pesticides will not improve the yield and price of vegetables,but they basically believe that biological pesticides are more friendly to the ecological environment and the quality and safety of vegetables.Fourth,from the perspective of government regulation,although the current government incentives and government constraints are relatively low,they can significantly affect the application behavior of farmers’ biopesticides.The greater the intensity of government subsidies,government publicity,technical training,government punishment and quality inspection,the more farmers will use biological pesticides.Fifthly,from the intermediary effect analysis of farmers’ cognition,farmers’ cognitive level can play a key intermediary role in the impact of government regulation on Farmers’ biological pesticide application behavior,which provides specific guiding measures for relevant government departments in the implementation of agricultural product quality and safety supervision.In view of the above research conclusions,this paper proposes to expand the application scope of biopesticides by farmers.At present,the primary task is to pay attention to the psychological cognition of farmers.Strengthen the publicity,training and education of biological pesticides,improve farmers’ awareness of green agricultural products,provide farmers with professional consultation and medication technical guidance on pesticide application,improve the vegetable quality inspection mechanism,and increase the punishment for illegal medication,so as to ensure the consistency and stability of policy implementation,so as to promote farmers to form the habit of applying biological pesticides and safe green medication and realize the green production of agricultural products,Help the establishment of "food safety Shandong" take root.
