Research On Maritime Search And Rescue Emergency Management In Shandong Province From The Perspective Of 4R Crisis Management Theor

Maritime emergency search and rescue is a public service project provided by the government,which is the last barrier to maintain the safety of people’s life and property at sea and the cleanliness of the water environment.With the booming Marine economy in our province,the navigable flow of the area has always remained high,while extreme bad weather occurs frequently,and maritime emergencies occur from time to time.Therefore,in order to enhance the credibility of the government,build a service-oriented government,and meet the production and living needs of the people,the public service capacity of maritime cinergency search and rescue in Our province needs to be constantly improved.The purpose of this paper is to promote the level of Marine cinergency management to a new level by analyzing and studying the inaritime emergency search and rescue work in Shandong Province.The research,literature and materials related to inaritime emergency search and rescue work by domestic and foreign scholars are comprehensively reviewed.The present situation of Marine emergency search and rescue work in Shandong province is investigated and analyzed through in-depth interview and questionnaire survey of maritime emergency search and rescue personnel and maritime transport workers.Combined with the investigation results,systematically expounded of the main problems existing in Marine cmergency search and rescue work in Shandong province,The main manifestations are as follows:single crisis abatement means,weak consciousness of crisis abatement,weak reserve of crisis preparation materials and human resources,poor coordination of crisis response information and lack of coping ability,relatively weak recovery mechanism of search and rescue.The research reflects on maritime emergency search and rescue work.It is concluded that the reasons for the above problems are mainly the government’s insufficient action in the crisis abatement link,the lack of support from local governments in search and rescue emergency preparation,the historical defects of crisis response structure and system,and the lack of top-level design and follow-up promotion in crisis recovery.By referring to public goods theory,collaborative public management theory.4R crisis management theory,After learning and absorbing the mature and advanced maritime emergency search and rescue management experience of the United States,The United Kingdom,Japan and other maritime powers,Should put forward from to slow down and crisis consciousness raising,maritime search and rescue,infrastructure construction and human resources training,artificial intelligence to construct and maritime search and rescue cinergency response system and the improvement of the management system,perfecting the post-disaster compensation mechanism of emergency management assessment,these four aspects to improve,booster Marine emergency rescue career development in shandong province.
