Study About Government Replying To Crisis P.R. For Public Emergency Affairs

Even though, Peace & development is still the motif of this era, the world is not peaceful. All kinds of public emergency come forth, which happens in China, too. With the complication of the society, increased the factors causing crisis, which leads to crisis emerges in many different fields. How to prevent crisis? What should government do to reply to the crisis causing by public emergencies? These questions are the important task for our Government. Crisis PR comes from ABNOMAL task to a NOMAL one in government sector.First, we bring forward the topic. Regarding to the high frequency of crisis happened in the our country and the way our government reply to emergencies, which is not perfect. How to reply to emergencies? What is the point to the research on Crisis PR? Secondly, we analyze the factors which lead emergency to crisis. The results show that the main factors are the complication of the sociality, the limitation of people's cognization, the pertinence of interest group, and the uncertainty of nature, as well as the confliction among them. Thirdly, we discuss the system of Crisis PR, mainly about identifying Crisis, organization structure, decision-making, communication, resuming, and evaluation. Because Communication runs through the whole Crisis PR program, we emphases on this topic in the dissertation. Lastly, we analyze a representative emergency" SARS" by applying the research result, and brig forward some advices.Please be noted, even though emergencies have their own specialties, and the way to reply to them are various, the dissertation discuss a open system and principles, which should be added or cut according to the real emergency affairs.
