Public Network Participation Model And Government Guidance Strategy From The Perspective Of Digital Governance

How to guide the public to participate actively and orderly in the context of digital governance,so that the public’s voice can become the driving force for government service reform in the modern governance discourse system,has become an important research proposition of digital governance.Participation willingness and participation order are two key variables of public participation.Participation willingness represents the starting point of participation,and participation order represents the participation process,and both ultimately determine the effectiveness of participation.From the perspective of digital governance,this paper considers two typical research orientations based on the bounded rationality dimension of public participation,namely the decision-making logic from the perspective of behaviorism and the action path from the perspective of institutionalism,and explores the logic behind the behavior of public participation.reason.First,an integrative analysis framework of "behavior-institution" from a two-dimensional perspective is constructed: from a behaviorist perspective,the public’s subjective willingness arising from perceived damage to interests guides decision-making logic,and this process reflects the value of participating in decision-making Orientation;from the perspective of institutionalism,the choice of participation channels affects the orderliness of public participation,and this process is reflected in the rule orientation of participation paths.Therefore,this paper proposes four modes of public participation under the construction of dual dimensions,and adopts the case study method to compare four typical cases in the Zhengzhou rainstorm event under the same theoretical framework,and explore the background of digital governance accordingly.Action characteristics and participation effectiveness of different modes of public participation.Finally,on the basis of clarifying the dilemma of public participation in different models,it proposes targeted government guidance strategies and good governance paths,so as to realize the diversified development of governance models.The study found that there are four modes of participation in public participation under the theoretical framework of "behavior-institution" : passive disorder,passive order,active disorder and active order,and the first three types of participation face media-governance dependence and relaxationism,the participation dilemma of the digital divide.Therefore,the government should adopt different guidance strategies for different modes,namely adhere to the scientific and democratization of ideological guidance,improve the efficiency of the public participation system,and strengthen the institutionalization of the public digital governance platform,so as to achieve digital governance and Good interaction of public participation;and in view of the dilemma of formalized practice of digital governance in active and orderly public participation,an optimization strategy is proposed to build an innovative platform to promote the institutional efficiency of public participation.
