Research On The Operation Mode Of Government Crowdsourcing

Under the background of digital society,it is necessary for the modernization of national governance to use technical means to widely absorb public resources to improve the quality of public services and the level of social governance.China’s "fourteenth five year plan" proposes to "drive the reform of governance mode by digital transformation as a whole".Government crowdsourcing is an innovative governance mode that relies on digital technology to pool public wisdom and strength to complete specific public affairs.Government crowdsourcing is an online mass line,which focuses on the potential value of social forces and public resources,and promotes "building a social governance community in which everyone has a responsibility,everyone performs their duties,and everyone enjoys".In recent years,the potential of crowdsourcing in the field of public management has become increasingly apparent,and it has moved from the commercial field to the public management field.Government departments at home and abroad have gradually carried out the exploration of crowdsourcing to encourage the public to actively participate in public affairs.The types of crowdsourcing tasks have developed from simple information collection to distributed actions and complex intellectual achievements.A number of useful government crowdsourcing practice cases have been formed.The existing academic research on the definition of the concept of government crowdsourcing is still confused,and does not focus on the crowdsourcing model with the government as the employer.The research on the process of government crowdsourcing lacks a meso theory based on multiple cases.Focusing on government crowdsourcing research is not only conducive to promoting the knowledge accumulation of government crowdsourcing theory research,but also can seize the digital dividend in exploring the value of public resources and respond to the needs of governance innovation in China during the transition period.This paper focuses on "what is government crowdsourcing?" "How did the government crowdsourcing process come into being?",Trying to outline the government crowdsourcing process model.According to the research idea of "problem focus-Research Foundation-theoretical construction and analysis-Discussion and Outlook",the whole article uses the grounded theory research method to analyze several government crowdsourcing cases.Firstly,through the deconstruction of government crowdsourcing,this paper analyzes the three core elements including the employer,the contractor and the intermediary and their respective role values,and defines the concept of government crowdsourcing based on this.Secondly,collect cases that conform to the connotation of government crowdsourcing from multiple channels to build a case base,which contains 26 cases,and build a new classification framework to show a variety of realistic scenarios of government crowdsourcing.Finally,this paper creatively uses the grounded theory to deeply discuss the overall mechanism of the government crowdsourcing operation mode,and constructs a theoretical model of the government crowdsourcing operation mode.In the interaction of the core elements,four core mechanisms of the crowdsourcing operation mode of the government,namely,the task design mechanism,the platform operation mechanism,the information disclosure feedback mechanism and the multiple incentive mechanism,are excavated.This study not only enriches the theoretical research on the operation mode of government crowdsourcing,but also provides some guidance and reference for government departments to apply the digital governance tool of government crowdsourcing in the governance process.
