In recent years,Internet food delivery platforms have developed rapidly,and the number of food delivery riders has increased dramatically.In February 2020,"online delivery personnel" was included in the national occupational classification catalog;in March,Meituan takeaway riders appeared on the cover of Time Magazine,which was recognized by mainstream social groups at home and abroad.Guangzhou is a "super first-tier" city with a fast pace of life;Guangzhou’s people likes foods and have the reputation of " eating in Guangzhou",which have created the second place in the country in terms of average daily orders for takeout consumption,and the demand for takeout riders continued to increase.At present,there are two types of riders in Guangzhou:dedicated riders and crowdsourced riders.Crowdsourced riders are a more flexible and mobile employment group,and the number of riders has increased faster than that of dedicated riders.For example,Meituan Waimai added 75,000 riders from January to February 2020,and crowdsourced riders accounted for about 60%.However,because the employment relationship between crowdsourced riders and the platform is not a labor relationship in the APP,there has been a lack of occupational injury protection.It is of practical significance to understand the employment procedures and work process of crowdsourced riders,construct an occupational injury protection model that adapts to its characteristics,and protect the labor rights of crowdsourced riders.Based on crowdsourcing theory,labor market segmentation theory,Marxist social security theory,and social exchange theory,use questionnaire surveys,field interviews,literature research and comparative analysis to analyze the basic situation of crowdsourced riders in Guangzhou.It is believed that the occupational injury protection of crowdsourced riders in Guangzhou is insufficient,which is manifested in insufficient commercial insurance protection,industrial injury insurance facing institutional obstacles,and insufficient attention to occupational injuries by crowdsourced riders.And believed that the reasons for the difficulty of protection are the professional characteristics of the crowdsourcing riders,the insufficient attention of the responsible subject,the lack of collective voice,and the "bundling" of work-related injury insurance and labor relations.By learning from the practices of four countries including the German industrial unions providing work-related injury protection,the UK’s determination of Worker workers,the labor security of U.S.online hires,and the labor protection of Japanese flexible-employed workers,draw lessons from the system exploration in pilot areas of occupational injury protection such as Nantong City,Weifang City,Taicang City and Wujiang District,constructing the "1+1" model of professional injury protection for crowdsourced riders in Guangzhou:based on the design concept of ensuring"universalization",balanced and fully inclusive development,and shared responsibility by multiple entities,taking occupational injury protection and labor relations to "untie",focusing on the flexibility and flexibility of system design as the overall idea,taking the formation of an occupational injury insurance payment mechanism with "government+individuals" as the main body,giving play to the role of trade unions in coordinating organizations,and guiding platform companies to improve supplementary commercial insurance as specific practices.In this way,to relieve the worries of Guangzhou crowdsourced riders.
