Research On The Countermeasures Of Intergovernmental Cooperation In Public Services Between Foshan And Hong Kong Under The Background Of Guangdong-hong Kong-macao Great Bay Area

Strengthening cross regional public service government cooperation plays an important role in promoting the flow of regional public service resource elements,improving the efficiency of resource allocation and realizing the balanced development of public services.This paper takes the intergovernmental cooperation in public services between Foshan and Hong Kong as the research object.The reason is that under the background that the construction of Guangdong Hong Kong Macao Great Bay area has risen to a national development strategy,promoting the cooperation between Foshan and Hong Kong governments belongs to a new model of cross-border,cross institutional and non adjacent regional cooperation under the environment of "one country,two systems",which has strong exploration and practical significance.It puts forward countermeasures and suggestions to improve the intergovernmental cooperation in public services between Foshan and Hong Kong governments,It can provide a sample for other Bay Area cities and even inland cities in China to carry out cross-border intergovernmental cooperation with the Hong Kong and Macao governments.This paper adopts the methods of literature research,case study,comparative research and interview,based on the relevant theories of intergovernmental game,collaborative governance and intergovernmental management,takes the Countermeasures of intergovernmental cooperation as the research object,selects the governments of Foshan and Hong Kong to carry out intergovernmental cooperation in public services as the research case,and starts with the problems of insufficient breadth and depth and low efficiency of intergovernmental cooperation in public services between the two places,This paper deeply analyzes the process,motivation,problems and reasons of government cooperation between Foshan and Hong Kong,compares and analyzes the cases of government cooperation in public services between Foshan and Hong Kong,and finally puts forward countermeasures and suggestions to improve the government cooperation in public services between Foshan and Hong Kong: strengthening the top-level design of government cooperation,establishing an efficient and perfect coordination mechanism of government cooperation,establishing and perfecting the cooperation institutional environment Promote the in-depth docking of public service resources between the two places and strengthen policy support for cooperation.
