Research On Government Cooperationlegislation In Guangdong-Hong Kong-Macaogreater Bay Area

Government cooperation in Guangdong-Hong Kong-Macao area has achieved excellent results since from the implementation of Economic Reform and open up policy in China.In 2019,Chinese government put forward a national strategy named Guangdong-Hong Kong-Macao Greater Bay Area and no doubt that government cooperation may be the best choice to comply this program.While government cooperation is facing plight at present due to the particular situation of the Greater Bay Area and no legislation.Combine with the actual situation of the Greater Bay Area and figure out the questions in legislation among government cooperation will be of great theoretical and practical significance for promoting the government cooperation of the Greater Bay Area by legislation.This study focuses on carrying out relevant research from the perspective of legislation in four parts.After viewing the relevant literature,the first part provides the overview of government cooperation in the Greater Bay Area,such as relational concept,cooperation basis and particularity of the Greater Bay.The second part summarizes the dilemma based on special situation of the Greater Bay Area as well as legislation shortage and obstacle of government cooperation.According to the beneficial experience of other national Greater Bay Areas and US etc.,the third part indicates the enlightenment for government cooperation of the Greater Bay Area by legislation.In order to explore how to improve government cooperation legislation in the Greater Bay Area,the forth parts reveals that it is appropriate for local governments to obtain legitimacy through a form of authorization by the NPC or its standing committee,then adopt a decentralized legislation method and establish corresponding legislative coordination agencies and perfect supporting mechanisms to make sure the implementation of the government cooperation legislation in Guangdong-Hong Kong-Macao Greater Bay Area.
