With the acceleration of the process of building a moderately prosperous society in an all-round way in China,a batch of high-speed railway new towns and industrial new towns have emerged all over the country.As the new growth pole of regional development and the key input field of the region in the future,seeking truth from facts,precise input and efficient output are important topics for the government to plan and promote the construction and development of new areas.In recent years,with the gradual transition of economy from extensive development to high-quality development,regional new towns have invested a lot of financial resources,material resources and human resources to promote regional construction.However,there are still problems of extensive input and low-end output,resulting in a certain degree of resource waste.Then,how to scientifically develop a region from the perspective of government behavior,and how to use "tangible hands" to lay out advantageous industries?The subject still plagues parts of the country.The analysis and research on the problems of regional construction promoted by the government,guided by the unified planning of the government,in the hope of reasonably distributing various elements in the region,so as to stimulate the internal driving force of the region,and through the unified promotion of the government behavior,in the hope of orderly regional construction,so as to activate the external driving force of the region,should be the focus of many regional development processes.In the past three years,President Xi jinping of China and chairman of the central military commission of the People’s Republic of China(CMC)has put forward the national strategy of "One Belt And One Road".The proposal has brought tremendous benefits to the southeast coastal areas of China,especially the Guangdong-Hong Kong-Macao Greater Bay Area.Foshan,located in the hinterland of the Guangdong-Hong Kong-Macao Greater Bay Area,is bound to benefit from this policy.Nine years later,after in-depth planning,the state has issued a major regional policy--the outline of development planning for the Guangdong-Hong Kong-Macao Greater Bay Area.The outline of development planning for the Guangdong-Hong Kong-Macao Greater Bay Area clearly states that "the south China sea should support the promotion of high-end service cooperation between Guangdong,Hong Kong and Macau,and build Bridges for the interconnection of Guangdong,Hong Kong and Macau markets and economic elements such as human resources information technology"’With the introduction of the above two national strategies one after another,Foshan city,on the basis of implementing the new concept of urban development of the national team,planned the "three dragon bay" high-end innovation agglomeration zone at a high level.This area is located at the junction of Guangzhou and Foshan.It is close to Guangzhou south railway station and Foshan west railway station,as well as Guangzhou Baiyun airport and Foshan Shadi airport.There is a lot to be done in vigorously developing relevant industries in this area.Based on "San longwan" high-end innovation concentrated area as the research object,from the perspective of government behavior,by analyzing the correlation method,the industry characteristics of the region and the Guangzhou,Shenzhen and other places has certain difference,the difference and formed the development of this region complementary space,namely the surrounding high-end service industry,advanced manufacturing,science and technology innovation of industrial region of high-end innovation agglomeration has significant radiation and feedback effect,thus it can be seen that "San longwan" high-end innovation cluster areas have good development condition,can be developed into Foshan city within the scope of the growth pole,Furthermore,it leads Foshan’s high-end innovation industry to the frontier.Through SWOT analysis,the advantages and disadvantages,opportunities and challenges of this region are scientifically analyzed,and the foothold in the process of promoting construction is more clearly defined.Therefore,this paper comes to the conclusion that the government should mainly stimulate the regional endogenous driving force,cultivate the regional internal coordination and potential in mechanism,planning,industry and technology,and at the same time stimulate the regional exogenous driving force,and create a good environment by expanding the peripheral infrastructure construction,regional linkage,platform interaction and other aspects. |
