Research On The Improvement Of Emergency Industrial Policy In Guangdong Province Based On Policy Supply

With the increasing prosperity and development of the global economy and the continuous improvement of the productivity level of the whole society,traditional and non-traditional security threats are also increasing.Emergencies,especially major security incidents,are prone to occur frequently,which seriously threatens the safety of human life and property and affects the healthy and sustainable development of society.In order to promote the continuous improvement of emergency response capacity,we must vigorously develop the emergency industry,which has become a major issue faced by governments and society at all levels.Therefore,this paper chooses the emergency industrial policy of Guangdong Province as the research object,tries to evaluate the emergency industrial policy,and establishes the corresponding policy support system,so as to provide theoretical basis and practical reference for improving the government’s emergency management industrial policy.The emergency products in Guangdong Province have begun to take shape and formed several industrial clusters;The types of emergency industrial products are rich and the contents are wide;The level of science and technology of emergency industry has improved significantly,and technological innovation still needs to be strengthened.Based on this background,in recent years,the emergency industrial policy of Guangdong Province has been gradually developed and improved,which has experienced two historical development stages:the free exploration period(2007-2013)and the national planning period(2014 to now).However,due to the short history of emergency Industrial Development in Guangdong Province,its industrial policy is still not perfect.The research uses the text content analysis method to analyze the supply of emergency industrial policy in Guangdong Province.The text samples are 22 emergency industrial policy texts issued at the provincial level in Guangdong from 2007 to 2021.The comprehensive analysis of the research results shows that: first,in terms of the allocation of policy tools,we find that the proportion of supply-oriented,demand-oriented and environmental tools of emergency industrial policies in Guangdong Province is relatively close,which are 31.32%,37.09% and 31.58% respectively,but there are structural problems of large category balance and small category imbalance of policy tools;The second,the level distribution of emergency industrial policy in Guangdong Province is also uneven,focusing on the concept planning level,and the policy design is still lack of sustainable and phased concept,resulting in the fault of basic system level and operation implementation level.The two-dimensional analysis framework of emergency industrial policy is constructed.Dimension X is the dimension of policy tools,and dimension Y is the dimension of policy supply level: first,from the perspective of dimension X,three policy tools,namely,accelerating the research and development of key technologies and equipment X1,promoting emergency products and emergency services X5,and optimizing the development environment X11,are most used,accounting for 55.56% in total;Optimizing industrial structure X2 and supporting enterprise development X4 are the least used policy tools,accounting for only 3.70% of the total policy supply;Other policy instruments each account for less than 10% of the total policy supply,and there is room for improvement;second,from the Y dimension,the supply level distribution of emergency industrial policies in Guangdong Province is very uneven.The system text frequency of concept planning layer Y1 is much higher than that of basic system layer Y2 and operation implementation layer Y3,and the stage connection is lack of continuity.The study also directed the emergency industry and emergency industrial policy,and conducted a forum survey on the emergency management departments,industrial and information departments,provincial emergency industry associations and the relatively rapid development of individual emergency industries.The results of the discussion show that all parties expect to implement policy safeguards and increase policy supply in view of awesome industrial pain and industrial weaknesses.Build a more systematic and organized emergency industrial policy system,coordinate various policy resources,and further refine and issue special promotion policies to promote emergency industry.The results of the discussion and investigation echo the research results of the text content analysis of the current emergency industrial policy in Guangdong Province to a considerable extent.Although the specific research methods of the two research results are different,they all point to the same direction of policy improvement,that is,the emergency industrial policy in Guangdong Province should strengthen the systematicness and organization,and strengthen the rational allocation of emergency industrial policy tools,Strengthen the continuity and synergy between policy supply levels,and build a more perfect emergency industrial policy system in Guangdong Province.Based on the research results of text content analysis and discussion survey,the main problems of emergency industrial policy supply in Guangdong Province include: lack of systematicness of industrial policy,imbalance of policy tool matching structure,weak continuity of policy supply level,lack of policy operability and lack of policy evaluation and monitoring mechanism.There are four main causes: there is a conflict of interest between the subjects of emergency industrial policy,the operation mechanism of emergency industrial policy is imperfect,the development of emergency industry is in the initial stage,and the government’s awareness of emergency industry is insufficient.Adhering to problem orientation and improving relevant policies are the basic guiding ideas followed by policy supply research at home and abroad.In view of the five main problems existing in the supply of emergency industrial policies in Guangdong Province,in order to systematically build the emergency industrial policy system in Guangdong Province and accelerate the development level of emergency industry,the research puts forward policy suggestions from five aspects: systematically improve the management and design of emergency industrial policies Strengthen the rational allocation of emergency industrial policy tools,strengthen the continuity and coordination of emergency industrial policy levels,establish the evaluation and monitoring mechanism of emergency industrial policy,and optimize the overall environment for the development of emergency industry.
