Construction And Application Of Three-dimensional Analysis Framework For Emergency Industrial Policy

Under the overall test of the COVID-19 epidemic on China's emergency management system,China's ability to continuously supply emergency supplies is relatively strong,and this strong ability to continue supplying benefits from the continuous development and improvement of China's emergency industry system.At present,China's emergency industry is at a time when opportunities and challenges coexist,and the development goals of the emergency industry,market demand,and the particularity of product types determine that the orderly development of the emergency industry cannot leave the national industrial policy intervention.As an important text record of the state's intervention in the emergency industry,the emergency industry policy has an extremely important reference value for the continuous revision and optimization of China's emergency industry policy.This paper,from the perspective of state intervention in the emergency industry,builds a three-dimensional analysis framework model [X policy type-Y policy function-Z policy intensity],which is based on the X-axis of Howlett and Ramesh's policy tool theory,the Y-axis of emergency industrial policy functions,and the Z-axis of policy intensity.At the same time,Linder's policy selection model is used to evaluate the rationality of emergency industrial policies.39 samples of national-level emergency industry related policies from2007 to 2020 were selected as samples.This study encodes them and obtains 520 policy analysis units,and analyzes them with the three-dimensional policy analysis model.In order to deepen the depth of the three-dimensional policy analysis framework,this article introduces the Linder policy tool selection model into the analysis framework.The research results show that: from the perspective of policy type,China's emergency industrial policies prefer mandatory and comprehensive policies;from the perspective of policy function,most of China's emergency industrial policies focus on "organization function"(47.69%),attach great importance to solving the problem of how to develop the emergency industry,and pay less attention to the “layout function”“structural function" and"technical function".From the comparison between the three-dimensional analysis results andthe selection of the Linder model,some of the policy texts of emergency industry are appropriate.These policies can not only improve the efficiency of the policy,but also give full play to the vitality of the market.However,the policies formulated by high-intensity government departments to realize the technical functions of industrial policies and low-intensity government departments to realize the organizational functions of industrial policies show a certain degree of inadequacy.The formulation of emergency industrial policy needs to be reasonably considered and appropriately selected in combination with the level of policy release subject and policy functions.This study uses [X policy type-Y policy function-Z policy intensity] three-dimensional analysis-evaluation framework to conduct an in-depth study on the mechanism of industrial policy on emergency industry.This article clarifies the question of who implements what kind of measures to realize what kind of value concept in the process of emergency industry governance,in order to provide theoretical reference for the policy formulation and improvement of emergency industry and other emerging industries.
