Big Data-driven Improvement Of Social Governance Platform

The report of the 19 th National Congress of the Communist Party of China has emphasized that the professionality,standardization,development and socialization of social governance should be improved,ultimately leading to co-construction,co-governance and sharing benefits in social governance.The rapid development of big data analytics has significantly advanced the process of constructing social governance platform and achieved significant breakthroughs in social governance performances.In this study,the effects of social governance systems and abilities on performances were examined by using a social governance platform called “People Obey the Policies of Government,Government Fulfills the Needs of People ” in Haizhu district,Guangzhou.Furthermore,the management strategies to improve social governance performances were explored.Coupling with the practice of the social governance platform in Haizhu district,this study proposed a theoretical framework based on the effects of social governance systems and abilities on performances.Specifically,the social governance systems contain the organization system,collaborative operation system,security system and institutional standard system,the social governance abilities contain the third-party agency ability,publicity and promotion ability,government staff ability and platform maintenance ability,the social governance performances contain the satisfaction of people,increase of work efficiency and performance of government departments.To test if social governance systems and abilities are associated with social governance performances,a questionnaire about exploring the factors influencing the improvement of social governance platform was designed.A total of 112 questionnaires was received to perform data analyses and test the hypotheses.Results showed that both the social governance systems(i.e.,the organization system,collaborative operation system,security system and institutional standard system)and social governance abilities(i.e.,the third-party agency ability,publicity and promotion ability,government staff ability and platform maintenance ability)were positively associated with the social governance performances(i.e.,the satisfaction of people,increase of work efficiency and performance of government departments).Together,these results suggest that improving both the social governance systems and abilities is necessary to increase the social governance performances.This study will provide important guidelines for accelerating the construction of social governance platform and using the big data analytics to improve the innovation of social governance in Haizhu district of Guangzhou as well as all over China.
