| The 19 th Party Congress clearly proposed to "fully implement performance management",requiring us to focus on the "persistent problems" found in social evaluation work.The Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and State Institutions adopted at the Third Plenary Session of the Nineteenth Central Committee clearly points out that: to clarify responsibilities,to strictly manage performance and administrative accountability,to strengthen daily work assessment,and to establish a sound system of rewarding the good and punishing the bad.In recent years,governments at all levels,from the central to the local level,have been paying different degrees of attention to government performance appraisal,and have conducted fruitful pilot projects within a certain scope,among which the more representative ones are the "social service commitment system" in Yantai,the "10,000 people commenting on government" in Nanjing,and the comprehensive performance appraisal in Hangzhou.The more representative ones include Yantai’s "Social Service Commitment System",Nanjing’s "Ten Thousand People Discussing Government",Hangzhou’s Comprehensive Performance Appraisal,Wuhan’s TV Questioning,etc.Conducting government performance appraisal has a propulsive effect on strengthening government responsibility,improving administrative efficiency,enhancing government credibility and raising service awareness.City E has been carrying out government performance appraisal since 2005,and adjusts and improves the content of government performance appraisal every year according to the requirements of the higher level and the actual local economic and social development.since 2015,City E has established a more complete government performance appraisal system,which mainly includes performance appraisal of municipal organs and town-level performance appraisal.city E continuously modifies and improves the performance appraisal program of municipal organs and town-level performance appraisal every year.However,due to different problems in the whole process of performance appraisal of E city government,the satisfaction of government performance appraisal is low.Taking the performance appraisal of E city government as an example,this paper analyzes the problems of E city government performance appraisal in four aspects,such as planning,execution,appraisal,and improvement,through case study method,questionnaire survey method,and interview method under PDCA perspective.Then,through the cause analysis,governance measures are further proposed.This paper focuses on exploring ways to optimize government performance appraisal,promoting institutionalized,scientific and transparent performance management,and promoting high-quality economic and social development. |
