In recent years,focusing on the reform requirements of "three patterns and three systems",the development zone has accelerated the reform of the system and mechanism,the innovation of the investment promotion mechanism,and improved the comprehensive service level through the "three transformations","three innovations" and "three enhancements".As a systematic project,the organization and implementation of performance management is the key to the success of the reform.Therefore,higher standards are required for the performance management of development zones.Many development zones have imperfect performance management systems,and some performance indicators have not yet played a role,the evaluation is unreasonable,which affects the effectiveness of the performance management of the development zone.Therefore,it is necessary for the Management Committee of Development Zone to consider this issue,grasp the actual situation of its own performance management,and design a specific system.In this paper,we take the current situation of performance management of the management Committee of X Economic Development Zone in S Province as an example for empirical analysis.Focusing on the current situation of performance management in X Economic Development Zone of S Province,based on key performance indicator and new public management theory,this paper analyzes that the performance management of X economic Development Zone in S Province still has problems such as single assessment method、unreasonable assessment and inoperable indicators through questionnaire survey and interview.Therefore,combined with writer’s work,it is realized that the cause of these problems is the imperfect performance management system、short of targeted assessment、lack of incentive support.According to these problems and causes,put forward to improve the countermeasure and the suggestion of development zone.Using the theory of performance management knowledge,setting the appraisal organization and subjects,perfecting examination content,constructing the system of examination,establishing the safeguard measures,etc.In order to improve the performance management level of development zone and promote the reform process of "three patterns and three systems" in development zone,the implementation of the performance management system in development Zone is more and more crucial. |
