As an agency of the superior government,the development zone is not a first-level administrative unit,but plays a functional role of the first-level government,which not only assumes the responsibility for the economic and industrial development of a specific area,but also has the attributes of administrative management.In recent years,with the proposal of high-quality development,local governments,including development zones,have explored the performance appraisal level.But at present,the performance appraisal system of the development zone is not perfect,the indicator setting is not reasonable,the assessment results are not in place and other problems exist,which directly affect the performance appraisal of the development zone to promote the overall development of the region.Therefore,combining with the characteristics of development zones,especially tourism resorts,optimizing the content and methods of their performance assessment plays a crucial role in better promoting the high-quality development of tourism resorts and giving full play to the regional advantages,industrial resource advantages and policy advantages of tourism resorts.This paper mainly takes the performance appraisal status of L tourist resort in Suqian City,Jiangsu Province as an example to make an empirical analysis.This paper elaborates and analyzes the basic situation of L tourist resort in Suqian City,Jiangsu Province,the system mechanism,location setting,personnel structure and the current situation of performance appraisal of the resort management committee in detail,adopts the method of literature and observation,adopts the results of questionnaire survey and interview,and adopts the theory of public performance appraisal and performance management.It is concluded that there are some problems in the performance appraisal of L tourism resort,such as the achievements of promotion work are not obvious,the index setting is not reasonable,the appraisal process is not standard,and the results are not in place.Therefore,combining with the actual situation and development needs of L tourism resort,the reasons for these problems are analyzed as unclear development orientation,non-standard mechanism and system,poor cadre and talent team,and insufficient reform and innovation.By learning from the advanced experience of other regions and combining with the problems and causes of L tourist resort,this paper further puts forward the optimization countermeasures and suggestions to improve the performance appraisal,and forms the objectives and methods of performance appraisal optimization.Based on the balanced scorecard method,this paper expounds in detail the index optimization,result application and supporting measures of performance appraisal.By optimizing and perfecting the performance appraisal of L tourism resort,the goal of further enhancing the comprehensive,scientific,fair and simple operation of the performance appraisal is achieved,and the comprehensive management level of tourism resort is further enhanced,so as to finally realize the high-quality development of the Tourist resort promoted by performance appraisal. |
