Research On Government Responsibility And Implementation Path In The Supply Of Elderly Care Services

In recent years,the degree of aging in Wuhan has gradually deepened,the elderly population base is large,the growth rate is fast,and the problem of providing for the aged is prominent.By studying,clarifying and defining the responsibilities of the government in the supply of pension services,this paper can enrich the relevant contents of the current research on the supply of pension services,refine the research system of the supply of pension services,provide new measures for the optimization of China’s pension security system and social security system in the new era,and open a new situation.Combined with public goods theory,responsible government theory and welfare pluralism theory,this paper analyzes the current situation of policy support and financial subsidies of Wuhan municipal government in the supply of elderly care services.By consulting and comparing the social security expenditure,pension insurance and medical insurance coverage of six major cities such as Hangzhou,this paper investigates the supply of pension services of Wuhan municipal government.It is found that Wuhan municipal government performs well in providing financial support and financial subsidies,and performs poorly in providing insurance security.It is necessary to further optimize policies and improve insurance coverage.The number of welfare institutions and the number of beds show a shortage,and it is necessary to continue to increase the number of beds.This paper makes an empirical study on the questionnaire data by means of cluster analysis.It is found that respondents are most satisfied with economic subsidy services,followed by health education and daily life care,and the most dissatisfied is spiritual comfort services.Among various responsibilities of the government,the formulation of pension service standards is the most important,and the introduction of policies to encourage the development of pension service industry ranks last.The market should bear the responsibility for the supply of services such as catering,bathing,cleaning and walking,while the government should bear the responsibility for the supply of services such as agency,rehabilitation and legal aid.Through investigation and analysis,this paper finds that there are some problems in the supply of elderly care services in Wuhan,such as unclear responsibility,weak financial investment function and insufficient supervision.Based on this,this paper puts forward the implementation path for the government to build service facilities,purchase elderly care services,formulate service policies,cultivate service talents,improve professional quality,help the elderly care industry and supervise the service market to participate in the supply of elderly care services.
