Due to the deepening of the reform of government administrative system,the application of government functions is becoming more and more refined.Therefore,the main body of government urgently needs a scientific and reasonable detection method to improve its own work quality.Performance appraisal,as an effective means of detecting the performance of government administrative organizations,plays a very important role in improving administrative efficiency,stimulating the enthusiasm of civil servants and reducing administrative costs.But,in reality,government performance evaluation work due to the implementation deviation factor,causes the appraisal anomie phenomenon appeared in the execution time namely grass-roots government long phenomenon of performance appraisal,the anomie phenomenon in a certain extent,hit the work enthusiasm of civil servants at the grass-roots level,hindered the basic-level government work quality and the ability to ascend.Therefore,in order to further explore the impact of long bulls’ performance appraisal on grass-roots level and put forward targeted countermeasures,this study is based on participatory observation of the performance operation of long bulls at grass-roots level in A County to discuss and analyze it.Based on the comprehensive reading of relevant literature on government performance appraisal,multi-party performance appraisal and control rights theory,this paper sorted out the research status of the above three aspects in the academic circle and made a comprehensive review of the research situation.At the same time,the research content and methods are sorted out through the participatory research on the grass-roots multi-head assessment operation of A county.Then,based on the control theory and the theory of the administrative contract system,the control theory of the three research dimensions and grass-roots long combination of performance appraisal,inspired by goal setting,acceptance check,the separation of more than three dimensions of performance evaluation conducted a comprehensive analysis,has constructed the control theory of grassroots bull performance appraisal analysis framework.Finally,taking the performance appraisal of grass-roots multi-head in A county as A case study,the implementation background and operation of grass-roots multi-head performance appraisal in A county were observed participatory,and the performance of grass-roots government multi-head performance appraisal was analyzed.The paper also makes A comprehensive analysis of the reasons for the formation of multiple assessment phenomenon of grassroots government in COUNTY A.At the same time,combined with the analysis dimension of control rights,this paper gives A theoretical explanation of multiple performance assessment of grassroots government in A County,and on this basis,based on the actual government work,summarizes the governance enlightenment of multiple performance assessment of grassroots government.Based on the research on multiple performance appraisal at the grass-roots level,it is concluded that government performance appraisal is an administrative act of the government in a closed vertical administrative organization.Since the appraisal power is highly concentrated in the hands of the superior government,the superior government contracts the appraisal work to the grass-roots government to implement the indicators and tasks through administrative contracting.Therefore,The superior government plays a crucial role in the operation of the whole performance appraisal system.From the perspective of academic theory,it further expands the research scope of government performance appraisal by combining the phenomenon of grass-roots multiple performance appraisal with the theory of control right.From the perspective of the practice of government performance appraisal,it expands new research ideas for the reform and improvement of the performance appraisal system of grass-roots government,which is conducive to the realization of the goal of good government.
