The performance assessment of our government has been a number of achievements, but the individual level of government performance assessment still remain at the assessment level of civil service and leading cadres. The performance assessment of government grass-roots manager is still blank, neither in terms of academic research nor in the practical application. The government grass-roots managers are responsible for the implementation of specific types of services in the management of government, they play the vital role in the realization of government objectives. As a result of the unreasonable of the performance assessment system of China's civil service, the performance assessment of government grass-roots manager falls into difficult. This article focus on building a performance assessment system of government grass-roots managers, focuses on the following contents:First of all, clear the research object and related theory. In this paper, at the same time of the definition of government grass-roots managers'definition and characteristics and functions, learn the results of research abroad, find the basis of argument, to our country's policies and regulations, domestic and theoretical study of performance assessment, the Balanced Scorecard indicators selection, fuzzy comprehensive evaluation method in this article as supporting the theory.The second, describe the status quo. First of all, describe the status quo of the performance assessment of our civil services, just because of this, the performance assessment of government grass-roots manager falls into the dilemma of the plight distress. And then, make the problems which exist in the performance assessment of government grass-roots managers, and make a brief of the problems.The third, solve the problems. To the Balanced Scorecard concept, from the government grass-roots managers and the reality of China's national conditions, build the performance assessment index system of government grass-roots managers. On the basis of the success in building the performance assessment index system of government grass-roots managers, give the recommendations of interoperability and carry out the practical applicationFinally, give the recommendations. In order to enhance the performance of the government grass-roots managers and government administrative efficiency, in this paper, give some suggestions of the implementation of the performance assessment of the government grass-roots managers.
