The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to adhere to the priority guarantee of employment,and to expand employment through various policies and measures.On the eve of the Spring Festival in 2021,General Secretary Xi Jinping pointed out when he went to Guizhou for investigation and research,that it is necessary to attach importance to the driving role of the development of rural industries on the production and life of the masses,so that the masses can more easily achieve employment at home.In 2020,Guizhou Province’s "13th Five-Year Plan" relocation task will be fully completed.Kaili City is the main relocation and resettlement site in Qiandongnan Prefecture,as well as the resettlement site for the relocated farmers of ethnic minorities,to explore the gradual progress of the follow-up support work for ex-situ poverty alleviation and relocation in Kaili City,and to explore the stability of the local area for the relocation of ethnic minority farmers.The employment security measures and the analysis of the influencing factors affecting the employment choice of the relocated peasant households of local ethnic minorities have a good reference significance for studying the employment choice of relocated peasant households in Guizhou Province and other ethnic minority areas in the country.Based on the relevant theories of sustainable livelihood and planned behavior,the research selects the resettlement sites in Kaili City,such as Shangmashi,Dongkoukou,and Qingjiang,and adopts a combination of field questionnaires and in-depth interviews to investigate the relocated farmers for poverty alleviation.Sorting out the policies related to ex-situ poverty alleviation and summarizing the current problems in the employment choices of rural households relocated for ex-situ poverty alleviation in Kaili City,including: low education level and skill reserve,weak employability;insufficient employment guidance,insufficient community full-time personnel;employment Participation in skills training is not high and targeted;long-term employment pressure is high,and role transition adaptability is weak;public welfare jobs are not developed enough,and funds and policy support are lacking;job attractiveness is weak,and young laborers have low willingness to work nearby.In response to the above problems,countermeasures and suggestions to improve the employment choice of rural households relocated from poverty alleviation in Kaili City are put forward,including: strengthening the human capital construction of relocated farmers and improving their employability;strengthening the grasp of employment information and establishing a multi-party support platform;improving skills training time.Flexibility and pertinence of content;increase relatively stable employment positions and adjust work patterns appropriately;establish special funds for employment support and make good use of the resources of support platforms;strengthen employment guidance nearby and cultivate attractive employment positions,etc.The purpose is to promote stable employment and gradual prosperity of the relocated people in the resettlement area.
