With the comprehensive deepening of the reform of comprehensive law enforcement and the development of urbanization,the urban management environment is becoming more and more complex,and the functions of comprehensive law enforcement of grass-roots urban management are expanding,which puts forward higher requirements for the ability of comprehensive law enforcement personnel of grass-roots urban management.Urban management and law enforcement personnel are grass-roots practitioners to realize the modernization of local government governance ability and governance system.Their ability directly affects the credibility of the government,the image of the city and people’s satisfaction with basic life.The theoretical research and practical exploration of the ability improvement of this group are the hot spots and difficulties concerned by the party and the state,the public and academia.Most of the comprehensive law enforcement personnel are at the grass-roots level.Compared with the higher-level government departments,the grass-roots level is in a weak link in terms of status and operation.The exploration and Research on the ability improvement of grass-roots law enforcement personnel has important practical significance to improve the local government governance system and improve the government governance ability.Taking the improvement and construction of comprehensive law enforcement capacity of grass-roots urban management as the research object,by consulting relevant literature,summarizing good methods practiced at home and abroad,relying on street bureaucrats,new public service theory and executive power theory,and starting from the current situation of capacity-building of comprehensive law enforcement team of urban management in w District of n city,this thesis investigates and studies the reform process,personnel and organization operation of comprehensive administrative law enforcement team,This thesis expounds the existing practices of the capacity-building of the grass-roots comprehensive administrative law enforcement team in W District of n city,and analyzes the four problems of the grass-roots comprehensive law enforcement of urban management in W District,such as low professional level,poor image shaping effect,poor coordination and communication,and ineffective response to risk prevention and control.On this basis,it further analyzes the reasons for the lack of the grass-roots comprehensive law enforcement capacity,which are mainly reflected in the lack of standardization of the construction of the comprehensive law enforcement team There are four aspects: insufficient internal and external coordination of linkage and cooperation,extensive management of publicity work,and imperfect emergency management mechanism.Finally,referring to the practices of other regions and according to the local reality of W District,this thesis puts forward countermeasures and suggestions in four aspects: standardizing the construction of grass-roots law enforcement team,internal and external linkage,enhancing publicity effect and improving emergency management mechanism.This thesis studies the problems and Countermeasures of improving the comprehensive administrative law enforcement ability of grass-roots urban management in W District of n city,in order to provide some reference value for promoting the modernization of grass-roots governance.At the same time,through the research of this thesis,the grass-roots comprehensive law enforcement departments in district w can actively respond to the complexity of the grass-roots governance environment,improve the service level and management level of the law enforcement team,strive to build a comprehensive law enforcement team of urban management satisfactory to the people,and constantly enhance the ability of grass-roots law enforcement personnel to perform their duties.
