The Research On Capacity Building Of State-led Grassroots Social Organizations Incubator

In the important period of social governance transformation in China,as an important carrier and platform for the common construction,CO governance and sharing of the masses,social organizations not only play an important and positive role in activating regional economy,promoting social construction and developing grass-roots democracy,but also greatly stimulate the enthusiasm and vitality of the masses to participate in the construction of a new era of CO governance Enjoy the new pattern of grass-roots social governance.However,due to the differences in development level and management level,many social organizations are still in the stage of "fighting small",which is difficult to adapt to the needs of residents in the new era.In order to further accelerate and enhance the self-development and capacity-building of social organizations,social organization incubation base came into being.At present,some cities are actively exploring the mode of social organization incubation and vigorously building social organization incubation base.However,due to the late start of development,it is still in the primary stage in general,especially in small and medium-sized cities,there are still many problems in the construction,operation and capacity building of social organization incubation base,which need to be further studied and solved.This paper selects Chongchuan District social organization public welfare venture capital Park as the research object,investigates the current development status of grassroots social organization incubator base in small and medium-sized cities,reveals its success and advantages in the process of capacity-building,explores the existing problems and shortcomings.With the help of professional theory and perspective,this paper tries to put forward targeted strategies for optimizing capacity-building,and further puts forward relevant development suggestions.This paper mainly adopts the qualitative research method,through field research,in-depth interview and literature review and other methods,comprehensively presents the actual situation of the operation management,project cultivation,organization incubation and other aspects of the public venture capital Park,summarizes its advantages in the top-level design,service development,Party building guidance and other aspects,and aims at the existing social identity which is vague and regulatory The construction of standardization needs to be strengthened and other short board issues,and six suggestions and strategies are put forward,such as further exerting the driving force of the government,stimulating the leading force of Party construction,and excavating the supporting force of policies.In the end,some preliminary reflections on the interaction between the government and social organizations are put forward.It is hoped that this study can provide some valuable reference for similar cities in promoting this work.
