Government Cost Control Of New Urbanization Under EPC General Contracting Mode

Since the 18 th National Congress of the Communist Party of China,we have promoted the overall layout of the "five in one" and the "four comprehensive" strategic layout on the basis of the long-term struggle of our predecessors,and continuously promoted the historic achievements and changes in the cause of the party and the state,and pushed socialism with Chinese characteristics into a new era.The concept of ecological civilization is integrated into the whole process of urbanization,adhering to the intensive,intelligent,green and low-carbon new urbanization road,and determining the new urbanization as a new driving force for China’s economic development and growth in the future and an important means of expanding domestic demand.In 2017,based on the 13 th Five-Year Plan of Jiangxi Province and the top-level design of counterpart support in Beijing,the first cooperation and exchange meeting was held in Beijing.On September 16 th,2017,the first project landed-the signing ceremony of EPC(engineering procurement construction General Contracting)project series of new urbanization construction in X city was held in X city.The contract involves 65 projects with a total investment of more than 15 billion yuan.In2020,novel coronavirus swept the world.Under the global anti-epidemic environment,facing the unprecedented changes in the world in a hundred years,and based on the new development stage,China put forward the international and domestic double-cycle economic development mode to speed up development and expand domestic demand.Under the condition of stable epidemic control in China,the new urbanization construction in X city is in full swing.To build a complete new city,for all government departments,the cost control of EPC general contracting mode is not mature at this stage,and the level of government investment control in new urbanization construction is limited.The government only refers to the international practice of EPC implementation,copying the contract management restriction mechanism,without forming a strict management mechanism,and lacking specific theoretical and practical guidance,which is likely to cause some EPC project investment to get out of control.Based on the above theoretical basis,this paper studies the cost control of EPC general contracting mode in the new urbanization from the perspective of grass-roots government as follows: Through literature review,we know the thoughts of Chinese and foreign scholars on new urbanization,EPC general contracting mode and government cost control,and analyze and summarize the relevant viewpoints,concepts and theories;With the methods of literature research,based on market failure theory,stakeholder theory and value engineering theory,this paper discusses the cost control of government investment in the whole process of construction project by analyzing the new urbanization construction in X city,and establishes the cost control system of government investment project under EPC general contracting mode of new urbanization construction in China.Make clear the list of construction projects and rationally use the pricing models of fixed lump sum contract,fixed unit price contract and cost+fee contract,and put forward policy suggestions on the whole process of construction projects and the control points of all stakeholders involved in the project,which will provide theoretical and practical guidance for the effective use of EPC general contracting mode for government cost control of new urbanization construction in China,provide suggestions for government investment control of new urbanization construction in X city,and provide learning and reference for government cost control under other EPC general contracting modes.
