Study On The Construction Of Township Civil Servants In The Process Of New-type Urbanization

Promoting new-type urbanization, accelerating the process of urbanization in rural areas, is an important strategic decision at this stage of development China coordination of urban and rural, but also the inevitable choice to realize Chinese modernization and the great rejuvenation of the Chinese nation. The National New-type Urbanization Plan (2014-2020) promulgated, marking the new-type urbanization strategy has officially entered the implementation stage, adumbrating new-type urbanization will become a key work at all levels of government in the next period of time. As a representative of the most close to the rural government, the township civil servants play an irreplaceable important role in the construction of urbanization, it is the most direct guidance and executor of new-type urbanization in rural areas, the construction of township civil servants level directly affects the process and the construction of new-type urbanization quality. Therefore, at the same time of promoting new-type urbanization construction, we must strengthen the construction of township civil servants so as to provide important guarantee for healthy and rapid development of the new-type urbanization. In light of this, this paper attempts to research on the construction of civil servants from the new-type urbanization development perspective, the specific analysis and discussion come from the following four aspects.The first part mainly introduced the study of theoretical basis, namely, the new public service theory and Y theory, and illustrated the model of urbanization and the township civil service concept in detail.The second part proposed the background of the new-type urbanization as the construction of civil servants. Reviewed the situation of the construction of Chinese urbanization since the reform and opening up as well as put forward by the new-type urbanization process, the challenges and requirements to the construction of civil servants in new-type urbanization and the responsibility of township civil servants in the building of new town is discussed in detail.The third part mainly analyzes the current situation of the construction of the township civil servants, details achievements and shortcomings of the township civil servant troop construction, and the shortage of reasons are analyzed in detail.The fourth part is the theoretical basis of this paper, is also the final results in this paper. According to previous analysis, the paper put forward the objectives, guiding principles and specific measures for the construction of the process of urbanization construction of civil servants.
