Study On The Relationship And Operation Mechanism Of Grass-roots Inspection System

Since the 18 th National Congress of the Communist Party of China,the inspection system has been established as an innovative system for the extension and development of the inspection system within the party to the grassroots.The goal of full coverage of inspections must be achieved.Following the "Central Inspection Work Plan(2018-2022)" and "Opinions on Establishing an Inspection System in City and County Party Committees",all regions and regions have boldly tried and innovated to promote inspection work,and gradually improved institutional establishment,inspection methods,and rectification mechanisms.In terms of the application of achievements,a relatively mature,standardized and systematic work system has been formed,and a number of outstanding problems that have violated the interests of the masses have been discovered and solved.However,as a new system in the huge system of local party committees,the inspection system,even if it has a mature inspection system for theoretical guidance,the practical guidance value given to the grass-roots inspection system by the inspection system is still lacking,and further research and exploration by grass-roots party committees are needed.and sound perfect.This paper takes the grass-roots inspection system as the research object,and uses the theory of "Party rejuvenation",anti-corruption and integrity promotion and governance to explain the operation mechanism of the grass-roots inspection system: that is,the Party committee promotes the inspection work at a high level,the multi department cooperates to promote the inspection,the urgent issues are included in the inspection content,the "full coverage of inspection within one term" is institutionalized and normalized,and the rectification and quantitative assessment force the government to reform,Present the practical difficulties faced by the grass-roots patrol system,such as inaccurate problem discovery,incomplete rectification,unclear linkage between patrol and patrol,inadequate performance of the main responsibilities of the grass-roots party committees,gaps in the construction of patrol cadres,and inadequate use of patrol results,and put forward targeted countermeasures and suggestions to enhance the effectiveness of the grass-roots patrol system,With a view to successfully achieving the "Twelve character" inspection goal of "discovering problems,forming deterrence,promoting reform and promoting development".
