| Deepening the reform of discipline inspection and supervision system is a major decision-making arrangement made by the CPC Central Committee with Comrade Xi Jinping as the core and a major strategic measure to improve the supervision system of the party and the state in the new era.Since the reform of the discipline inspection and supervision system,the Commission for Discipline Inspection and Supervision at all levels has innovated the discipline inspection and supervision mechanism,expanded the scope of supervision,and continuously achieved breakthroughs in daily supervision,long-term supervision and grassroots anti-corruption work.At present,there are more and more researches on anti-corruption mechanism at the grass-roots level in academic circles.However,corruption at the grass-roots level is still prone to occur frequently,which is worth following the latest practice and further exploring and studying.In this paper,using the methods of literature review,interview and participatory observation,based on the theory of institutional corruption prevention and power balance,taking G county in S province as an example,the current situation and existing problems of grass-roots anti-corruption mechanism under the background of deepening the reform of discipline inspection and supervision system are studied,and the causes of existing problems of grass-roots anti-corruption mechanism are comprehensively analyzed.On this basis,specific countermeasures are put forward to promote the optimization of grass-roots anti-corruption mechanism in China.Through research,this paper finds that in the process of deepening the reform of the national discipline inspection and supervision system,the following problems generally exist in the links of prevention,supervision and punishment of grassroots anti-corruption mechanism: relevant systems are difficult to coordinate and unify,weak awareness of corruption prevention among grassroots party members and cadres,insufficient staffing of grassroots discipline inspection and supervision cadres,inadequate supervision by discipline inspection and supervision departments,lack of social participation,unclear effect of mass supervision,unclear responsibility subjects,and insufficient punishment for corrupt elements by discipline inspection and supervision departments.The imperfection of relevant systems is the main reason for these problems.Insufficient education and low cultural quality of grassroots party members and cadres lead to problems in the prevention mechanism;Poor supervision,external supervision channels are not smooth,weak supervision consciousness of the masses and weak supervision by public opinion lead to problems in the supervision mechanism;Some leading cadres lack a comprehensive understanding of disciplinary work,and discipline inspection and supervision departments fail to implement disciplinary work,which leads to problems in disciplinary mechanism.On this basis,this paper puts forward the following suggestions according to the actual situation at the grass-roots level: to optimize the prevention mechanism from the aspects of promoting institutional innovation,increasing education,promoting the reform of key areas and key links,and perfecting the early warning mechanism of corruption;Adhere to the good use of people,rationally use upgraded supervision,give full play to the role of external supervision,and insist on making good use of mass supervision. |
