| With the development of economic globalization,socialist market economy and the Belt and Road,the traditional acquaintance community which based on the system of units is increasingly replaced by the highly heterogeneous international communities,which reveles unprecedented phenomena and governance challenges.Facing the highly complex international community,how to supply the community public services effectively? And what’s the implementation mechanism? This paper attempts to discuss these questions.In J Community in Yiwu,Zhejiang province,there lives approximately 1400 international friends from 74 countries and regions and more than 2000 compatriots from nearly 30 ethnic minorities.It is a typical high-heterogeneous community with multi-national,multi-cultural and multi-element.In order to meet the complex community needs and effectively community public services,J Community constantly explores new service models,improves the community public service system.Taking J Community in Yiwu as an example,Based on reviewing some relevant research literature and cooperative governance theory this paper studies the supply of international community public service cooperation.This paper points out the highly heterogeneous international communities strive for greater public service and the only way is cooperation.This paper summarizes the main characteristics of J community from the aspects of space,occupational structure,neighborhood relationship and cultural value.There are five public service needs,includes how to provide good business environment,respond to public emergencies,how to resolve foreign-related disputes,how to build a emotional communities and how to perfect community regulations.Based on the governance,this paper describes how J Community do to improve the community public service in help entrepreneurship with site for service,beautifying the main road with crowd-funding and volunteer,resolving foreign-related disputes,expanding service scope with points,and anti-epidemic with joint linkage.The results show that the cooperative public service supply in J community is driven by five mechanisms,which are the organizational mechanism to promote cooperation by the party building,the mobilization mechanism to transform the service object into the service force,the power mechanism to attach importance to accessible public service cooperation,the linkage mechanism to resolve foreign-related disputes by community orientation,and the guarantee mechanism to provide public services by multi-cooperation. |
