"A Study On The Change Of""Micro-Corruption" Governance Of Village Cadres In Rural Engineering Field

With the increase of rural engineering construction,the problems of "Micro-corruption" such as the system of implementation of the project is not in place,the illegal contract or interference in the project,the false claim for funds and so on are also emerging.These problems have greatly harmed the party-masses-cadres-masses relationship and the vital interests of the masses.In practice,although many governance policies have been formulated in various regions,the effectiveness of governance in some regions has not yet been brought into full play,and the problem of "Micro-corruption" among village cadres in the field of rural engineering remains prominent,it is urgent to summarize,analyze and optimize the governance.Taking w County of Zhejiang province as an example,this paper focuses on the governance of "Micro-corruption" of village cadres in the field of rural engineering,and integrates the theory of system prevention of corruption and "Three-no" mechanism,using the methods of case analysis,text analysis and interviews,the authors analyzed the "Four forms" case data and four policy texts of585 village cadres in this field from 2011 to 2021 W county,this paper summarizes the governance of "Micro-corruption" in the four stages of concept germination,system perfection,special regulation and digital empowerment,and analyzes the logic and motive force of governance changes,as well as in the punishment deterrent,the rural project supervision system,anti-corruption anti-change ability control and other aspects of the problems and related governance optimization recommendations.The research shows that the logic of governance change can be described as: the concept of governance changes from ex post punishment to the whole process supervision and prevention,the focus of governance changes from the emphasis on "Can not corrupt" to "Three not corrupt" coordinated progress,the governance mode has changed from the traditional supervision mode to the digital supervision mode And the driving force of governance change mainly comes from different stages of rural engineering governance problems,agricultural and rural modernization needs,rural governance model reform and upgrading.In order to improve the combined effect of "Micro-corruption" of village cadres in the field of rural engineering,we should first focus on the punishment mechanism and deterrent force of "Not daring to be corrupt",then we should focus on improving the system of "Can not corrupt" supervision and prevention of binding force,and both effectively promote the village cadres "Do not want to corrupt" the fundamental purpose.Finally,the author puts forward some suggestions on how to punish the corruption of village cadres,supervise the vulnerable links of village cadres,and control the motivation of village cadres’ corruption.
