Research On The Dilemma And Countermeasures Of Micro Corruption Governance In R District Of Zhenjiang City

Since the reform of the economic system in 1978,because of the great changes in the distribution structure of social interests and power structure,the administrative corruption in China has increased greatly in the scope and area.Administrative corruption is relatively easy to be found and concerned.Compared with administrative corruption,micro corruption itself is in the fuzzy zone between "low" and "non low",which has many complex forms and is not easy to be found,but its social impact is very bad.General secretary Xi Jinping has made important instructions on the issue of micro corruption.He must insist on grasping early and small.For ill leading cadres,they should be punished immediately,and problems must be dealt with promptly.The academic research on micro corruption is still improving,but the research on micro corruption governance dilemma is relatively small.Following the basic idea of "finding problems,analyzing problems and solving problems",combining with the work practice of handling micro corruption cases in R district discipline inspection and supervision organ of Zhenjiang City in recent years,referring to domestic and foreign literature research,starting with the definition of micro corruption,this paper analyzes the characteristics,causes and harmfulness of micro corruption,and explains the theory of institutional corruption prevention.On this basis,through the case study of micro corruption in R district of Zhenjiang City,the paper finds out the existing problems and puts forward countermeasures and suggestions in order to provide basis for further governance of micro corruption.Through in-depth analysis of the current situation and case study of micro corruption governance in R district of Zhenjiang City,it is found that the dilemma of micro corruption governance in R district of Zhenjiang city is as follows: being ostracized by "non honest" psychological crowd;vague definition of micro corruption behavior;failure of micro corruption prevention mechanism;poor effect of micro Corruption Punishment;contradiction between governance mode and micro corruption subject,etc.The main reasons for the above problems are as follows: the education system of micro corruption prevention is lack of systematicness;the relevant mechanism of defining and preventing micro corruption is not perfect;the scale of micro corruption governance is not clear;the existing micro corruption punishment system is not complete;the joint efforts of micro corruption governance need to be strengthened.In view of the problems existing in the governance of micro corruption,combined with the theory of institutional prevention of corruption,the following countermeasures are put forward: to perfect the education system of micro corruption by constructing the educational and cultural system of grass-roots honest government,systematizing the education system of honesty and self-discipline of grass-roots staff,and purifying the political ecological environment of grass-roots;to promote the publicity of grass-roots government affairs,standardize the fund management system of grass-roots government,and improve the grass-roots supervision Supervision mechanism to improve the prevention of micro corruption system;organization of the cage system,increase the intensity of punishment,integration of anti-corruption forces and other ways to optimize the punishment system of micro corruption.
