Research On Pension Management Mechanism Of Smart Community

The coming of aging society makes supporting issue a realistic problem with which most Chinese families have to be faced.For the society,the increasing number of the elderly lays more burden on social security system,and the traditional pattern of family supporting has been unable to fully meet the needs partly due to the one-child policy in the past.In recent years,the construction of intelligent community has sprung up all over the country,whose convenient service mode and efficient service quality have triggered the exploration of old-age services.However,there are still many deficiencies in elderly services in intelligent communities due to various reasons,such as insufficient investment in hardware facilities,lack of policy incentives and the absence of supervision and evaluation,etc.Therefore,it is of great significance to study how to develop a scientific service mechanism to reduce the burden and improve the quality of service for the aged.This paper adopts questionnaire survey and interview to study the administrative mechanism of service for the aged in intelligent community,whose research object is one certain community,code-named "S",in Honggutan District in Nanchang City.It is found that there are three obvious problems: incomplete IT support,underdeveloped public service,and lack of effective safeguards and supervision.The deep reasons grow from three aspects: lack of IT in supporting intelligent service;the disconnection between the macro planning of public management and the reality;the poor enforcement of linkage system of organization reconstruction;the shortage of specific policy incentive.In terms of the problems above,this paper shows that the government and relevant institutions should reconstruct and design the management organization structure,operation management mechanism and service management process,and puts forward relevant solutions and suggestions about how to establish a scientific administrative mechanism.
