General Secretary Xi Jinping demanded that “all levels should attach importance to the grassroots,care for the grassroots,and support the grassroots.”Caring for township civil servants is one of the measures that the central government pays special attention to,and township female civil servants account for a large proportion of the township civil servants.In addition,women’s innate soft and powerful strength plays an indispensable role in grass-roots women,cultural creation,rural revitalization,epidemic prevention and control,and dispute mediation,and their importance in the public management system continues to increase.Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to women’s careers and supported women’s achievements.The status of women in my country has achieved a“qualitative”leap,and their performance on the political stage and in real life has become more and more important and widespread.Recognized and paid attention to by the society.However,the career development of township female civil servants is still faced with dilemmas and challenges that are difficult to balance family,work and society,which greatly restricts the ability of township women civil servants to exert their abilities and their passion for entrepreneurship.It is imperative to study and optimize its career development environment,which will play a positive role in promoting high-quality construction of township civil servants and improving the level of serving the people.This paper selects the career development dilemma of township female civil servants in L District of Guangdong Province as the breakthrough point,and analyzes the core concepts of township female civil servants,career development and other related core concepts through extensive reading of domestic and foreign research results and review of relevant literature research results.Based on the theory of social gender,work-family balance and hierarchy of needs,we conducted in-depth visits to townships and towns by means of special interviews,questionnaires,etc.,through sorting and analyzing the survey data,and on the basis of summarizing the basic situation,we carefully sorted out the township female civil servants.The current situation and characteristics of career development,and at the same time,it is concluded that the career development of township female civil servants mainly includes job burnout,difficult work-family balance,traditional ideology constraints,career interruption,and lack of promotion space,and analyzes its causes.Finally,aiming at the above practical dilemmas and causes,this paper puts forward targeted and feasible countermeasures and suggestions for promoting the career development of township female civil servants from three aspects: the township female civil servants themselves,the social environment and the administrative organization.This paper studies the career development of township female civil servants under the framework of public management theory,and has some innovations in the research perspective.The research conclusions can provide reference value for other places to solve similar problems.At the same time,the author hopes that through this research,more people will pay attention to the career development of female civil servants in townships and townships,deeply understand the hardships of women in township work,and give them more understanding,tolerance and humanistic care,so that they can take root at the grassroots level with peace of mind and serve grassroots.
