Study On The Improvement Of The Implementation Efficiency Of The Eight Rules From The Perspective Of The Control Path Of Administrative Responsibility

The sixth Plenary session of the 19 th CPC Central Commission for Discipline Inspection(CCDI)called for implementing the Eight Rules on improving Party and government conduct,and making unremitting efforts to improve the ways of doing thingsof Party members and public officials.In recent years,while local governments have been earnestly implementing the spirit of Eight Rules and achieved good results.however,some regions also have problems such as inadequate implementation.In particular,disciplinary violations haven’t been completely eliminated under strict supervision and investigation.Therefore,it is necessary to further improve the implementation efficiency.Based on the City Y’s implementation ofthe Eight Rules in recent years,this paperanalyzes the disciplinary behaviors of Party members,the new characteristics of disciplinary behaviors,and the lack of supervision,then analyzes the negative factors and causes by using the knowledge of administrative ethics and responsibility control path theory,and puts forward targeted countermeasures.There is consistency between the behavior violating the spirit of the Eight Rules and the conflict of interest in administrative ethics.In order to control this conflict and make the public officials to make responsible administrative actions,internal and external controls must be implemented together.At present,In the implementation of the Eight Rules,most of the areas are based on internal formal control path,in the internal informal control path(such as ideological and moral construction),external control path(such as judicial supervision and mass supervision),there are problems such as low efficiency and single channel.There is also the problem of relative isolation between internal and external control paths,which has not formed a good linkage and cooperation mechanism.In order to further improve the effectiveness of the implementation of the Eight Rules,improve the ways of doing things of public servants,and reduce the corruption from minor to serious,it is necessary to enhance the effectiveness of internal and external control paths and promote the synergy of various control paths.
