| In December 2012,the Political Bureau of the CPC Central Committee deliberated and approved the "Eight-point Decision of the CPC Central Committee on Improving Party Conduct"(referred to as the "Eight-point Decisions"),which has become the beginning of the Central Committee’s efforts to clean up the accumulated defects in work style within the Party since the 18 th CPC National Congress.To meet the requirements of the CPC Central Committee,Q City has formulated guidelines on implementing the spirit of the Eight-point Decisions of the CPC Central Committee,and issued a series of policies and measures to ensure the effective implementation of the spirit of the Eight-point Decisions of the CPC Central Committee in Q City.Taking 78 violations of the Eight-point Decisions exposed in the past three years for example,this paper analyzes the characteristics of these cases and finds that they feature violating individually,huge amount of money involved and offenders often in charge of county and town.In addition,the strategies offenders take to violate policy implementation can be roughly divided into three forms:controlling the feedback and transmission of information to create information asymmetry;abusing position;failing to carry out policies in accordance with regulations.Using Smith policy implementation model as the analysis tool and taking advantage of the interview from relevant policy participants,this paper studies the specific problems,causes and measures in the implementation of Eight-point Decisions in Q City.The research result shows that in the process of implementing the Opinions on Implementation and related supporting policies in Q City,there are some problems,such as flexible implementation by the executive agencies,resistance of the target groups to the policies,silence and tolerance of the policy environment,etc.Further analysis shows that these problems arise because the application scenarios of policy implementation are not clear,which is not conducive to policy implementation.Due to the lack of corresponding assessment arrangements,inter-departmental communication and coordination,the implementing agencies neglect the implementation of policies.Because of the loss of personal benefits,the lack of encouragement and the influence of fluke psychology,the target group resisted the implementation of the policy.Influenced by the Chinese traditional thoughts,such as relationship,official rank standard,and privilege thinking,the environment is not conducive to policy implementation.From the analysis above,this paper proposes countermeasures to improve the pertinence of policies,enhance the ability of implementing agencies to implement policies,increase the willingness of target groups to participate,and improve the environment for policy implementation. |
