Civil servants are implementators of government functions and defenders of people’s interests.Grassroots civil servants greatly affect the efficiency of government administration.Good governance at grassroots level requires not only the sinking of high-quality civil servants,but also the capacity building of the current grassroots civil servants.Civil servant training is one of the key channels in this process.However,the development of our country is not satisfactory,and the development of training evaluation is particularly weak.Therefore,this study attempts to construct an evaluation model suitable for civil servant training in China,and analyzes which factors and paths in civil servant training will affect the work effectiveness of grassroots civil servants.This study is carried out on the basis of CIPP model and structural equation model.Firstly,Firstly,through the literature research method,the present situation and problems of civil servant training in China are pointed out,especially the weakness and limitation of training evaluation.Secondly,using theory and model for reference,CIPP model is used to construct evaluation model of civil servant training,and structural equation model is used to perfect the research hypothesis.Thirdly,data were collected from grassroots civil servants in M Town,Z District,J City,S Province through questionnaire survey.Finally,the effective questionnaires are processed and analyzed by statistical analysis.Inspired by CIPP model,this study constructed a training evaluation model for civil servants,including training background,training input,training process and training results,and put forward the relevant four-dimensional vacation theory.The results of data analysis show that the average score of training results is low,and the training principles in the training background are not well recognized by grassroots civil servants.The observed variables selected in this study can well reflect the latent variables.Training background,training input,training process and training results have a significant positive impact on the work efficiency of grassroots civil servants.Therefore,this paper suggests: encourage the exploration of the training and evaluation of grassroots civil servants;Pay more attention to the training background of grassroots civil servants;Increase input to grass-roots civil servant training;Attach importance to the optimization of the training process of grass-roots civil servants;Grasp the inspection of the achievement link of training to grassroots officeholder.Finally,the limitations of this study in observational variables,survey objects and sample data are summarized.
