As the most important part of our civil service,grass-roots civil servants are the important guarantee of our country’s ruling power,at the end of state institutions,the executors of state policies and the concrete holders of government functions.It is not only directly related to the effectiveness of state government work,but also to the practical interests of the people and the development of various economic and social undertakings.At present,in the training work of grass-roots civil servants in China,the training content is lack of pertinence and practicability.At present,grass-roots civil servants are mostly trained to accept superior arrangements,and the training content is mainly theoretical knowledge.In the actual work can not give better support.In view of the above situation,in order to make the training of grass-roots civil servants achieve good results,the first problem is to do a good job of training needs analysis,so that the training has achieved good results.This paper mainly uses Goldstein three-level model to analyze the training status and demand of 15 street offices in Lanzhou City,find the effectiveness of grassroots civil servants training,combine the classic PDCA cycle model,and propose countermeasures to improve the political quality,working ability and skills of grassroots civil servants.So as to improve the overall professional level of the civil servants.We will play a certain role in promoting the training and development of the grass-roots civil servants in China,combine the personal training needs with the needs of organization and tasks,find more reasonable and effective training methods,promote the better and comprehensive development of the grassroots civil servants,and grow more rapidly into a strong and high-quality grass-roots civil servants. |
