Research On Cooperation Between Government And Social Organizations In The Provision Of Employment Training Services For The Disabled In China

Allowing disabled people to enjoy the same rights of survival and development as a healthy person is the essential element for realizing social fairness and justice,and is also an inevitable requirement for the implementation of a comprehensive well-off society.Employment training is the main way to improve the skills and employment ability of workers.However,the employment training rate of disabled persons with employment ability is currently low,and the employment effect of disabled persons receiving training is not satisfactory.This situation seriously affects the cause of disabled persons.The development and impact on the quality of life of disabled people.At present,the training needs of disabled people are more diverse and complex.Coupled with the special nature of disabled people,relying solely on the Disabled Persons’ Federation can’t meet the current needs of employment training for disabled people.It is urgent for social organizations to participate in employment training services for the disabled supply.Promoting the good cooperation between the government and social organizations in the provision of employment training services for the disabled,is conducive to giving full play to the professional advantages of social organizations,meeting the needs of employment training services for the disabled,improving the quality of employment training for the disabled,and promoting the development of public poverty alleviation The basic equalization of services and the comprehensive construction of a well-off society are of great benefit.Therefore,various measures should be taken to actively promote the good cooperation between the government and social organizations in the field of employment training for the disabled.This paper takes the relevant materials of multi-participant survey and interview as the basis of this paper,and analyzes the cooperative optimization strategies of government and social organizations from the perspective of welfare pluralism,network governance theory and empowerment theory.With regard to the current situation analysis of the employment training field for the disabled,this paper analyzes the current situation and existing problems of employment training for disabled people based on the employment training data of the website of the China Disabled Persons Employment and Entrepreneurship Network Service Platform.In view of the particularity of the needs of the disabled groups and the low cost and professionalism of social organizations,this paper believes that promoting the benign cooperation between the government and social organizations can effectively improve the current employment training field for the disabled.In addition,in conjunction with interviews with typical disabled associations such as Qingdao and Jinan,employment training organizations for disabled people,and representatives of disabled people,we actively explored the current status of cooperation between government and social organizations in the field of employment training for disabled people and the reasons for the problems.Finally,this paper proposes that we should rationalize the cooperation mechanism between government and social organizations in the employment training of disabled persons,strengthen the cultivation of social organizations,improve the infrastructure construction of employment training services for disabled persons,standardize the cooperation process between government and social organizations,and promote social organizations.In terms of the organic integration with the market,it solves the problem of insufficient cooperation between the government and social organizations in the employment training of disabled people,the poor cooperation effect,and the imperfect cooperation system construction.
