With the rapid development of China’s high-speed railway,the external environmental safety along the railway has become increasingly prominent,which brings new risks and challenges to the safe operation of the railway and environmental governance.In order to effectively control the illegal use of land in railway security zones,the state has established a "double-section" working system jointly responsible by railway enterprises and local governments,initially forming a good pattern of "road-land co-governance",but ignoring the Co-governance role of the public and other social subjects.How to give full play to the cooperative supervision role of different subjects such as railway enterprises,local governments and the public is in urgent need of theoretical research and practical exploration.However,the existing research results focus more on the performance,causes and countermeasures of the external environmental safety problems along the railway,and pay less attention to the specific areas such as the railway security zone,especially the lack of systematic research on the collaborative governance mechanism of illegal land use in the railway security zone.Therefore,from the perspective of collaborative governance of local government,railway enterprises,social subjects and other multiple subjects,this paper studies the optimization of collaborative governance mechanism of illegal land use in railway security area.In this paper,the methods of questionnaire,interview and case study are used to investigate and study the collaborative governance mechanism of illegal land use in the railway security area from the five dimensions of value objectives,interest coordination,system design,behavior selection and communication interaction,taking the L railway P section as an example and drawing lessons from the collaborative governance framework.The study finds that,relying on the "double-section length" system,the external environmental governance of L Railway P section has achieved preliminary results,but there are some problems,such as insufficient attention from the government,weak awareness of public participation,lack of integration of the interests of the government,railway and the public,responsibility shifting in governance,inadequate joint inspection and law enforcement,and docking communication.The main reasons are that the concept of governance subject has not changed,the interest coordination mechanism is imperfect,the design of road-land co-governance system is imperfect,the lack of public participation,the weak supervision and law enforcement force,and the communication and interaction process is not smooth.In view of the above problems and reasons,this paper puts forward some suggestions,such as strengthening the value concept of collaborative governance,strengthening the coordination of the interests of governance subjects,improving the construction of railway-land co-governance system,strengthening joint rectification efforts,and smoothing the communication and interaction process,which have reference significance for improving the collaborative governance mechanism and improving the effectiveness of long-term governance of railway external environment.
