| The Party and government talents team is one of our country’s six talent teams,and leading cadres of the Party and government is the significant part of the Party and government talents team.The career development of leading cadres of the party and government is linked to the growth and development of the talent team of the party and government,and it is also linked to the overall level of talent governance in a region or even a country.Therefore,the research on the career development of leading cadres of the party and government has both theoretical and practical significance.Based on career development stage theory,the theory of the growth of talent and boundaryless career theory,this paper uses literature research method,resume analysis method and event history analysis method to conduct an empirical study on the influencing factors of the career development of leading cadres of the party and government in Guangxi.By compiling and categorizing the resumes of 403Bureau-level leading cadres of the party and government in Guangxi,dividing the career development process into three stages: the initial stage(from participating in the work to section-director level),the accumulation stage(from sectiondirector level to division-director level)and the mature stage(from divisiondirector level to bureau-director level)of career development,using timedependent cox regression model,summarizing and comparing the influencing factors affecting the career development of leading cadres of the party and government in Guangxi in three stages.The study found that:(1)Academic qualifications,age at work,and post changes have a substantial impact on the three stages of the career development;(2)Major,continuing education,length of tenure,career path,duration time of grassroots and geographical mobility have a substantial impact on the two stages of the career development.Among them,major and geographical mobility have a substantial impact on the initial stage and mature stage,continuing education,duration time of grass-roots have a substantial impact on the initial stage and accumulation stage,and duration time of tenure and career path has a substantial impact on the accumulation stage and mature stage;(3)Gender,native place and unit changes only have a substantial impact on the individual stage of the career development.Among them,gender and native place only have a substantial impact on the initial stage,and unit changes only affect the mature stage;(4)Along with the career development of leading cadres of the party and government in Guangxi,the influence of demographic characteristics gradually weakened,and the influence of career experience gradually increase.Based on this,this paper puts forward the optimization path for the three stages of leading cadres of the party and government in Guangxi in a targeted manner: In the initial stage of career development,it is necessary to optimize education and training strategies and strengthen the concept of lifelong learning,improve the level of ideology and morality,establish correct professional values,improve the gender structure of cadres and establish the career support system;In the accumulation stage of career development,it is necessary to provide training opportunities to grassroots,implement grassroots selection guidance;improve incentive guarantee mechanisms,alleviate job burnout in grassroots,improve assessment and supervision mechanisms,and avoid short-term occupational behavior;In the mature stage of career development,It is vital to strengthen leadership development,pay attention to the cultivation of leadership art,improve the selection and appointment system,scientifically implement the policy of "rejuvenation of cadres",strengthen the horizontal flow of occupations,and improve the macro pattern of work,so as to support the career development of leading cadres of the party and government in Guangxi.,strengthen the construction of Guangxi’s talent team of party and government,and improve Guangxi’s level of talent management. |
