Research On The Participation Of The People’s Congress Deputies Liaison Station In Urban Community Governance From The Perspective Of Collaborative Governance

Realizing the modernization of community governance is all important part of improving the national governance system in China,and also the main goal of promoting the improvement of China’s basic governance ability.The Fourth Plenary Session of the 19 th CPC Central Committee put forward the goal of building a social governance community of“co-construction,co-governance and sharing”,Urban community governance is gradually developing towards the mode of common governance by diverse subjects.The people’s congress system is the fundamental political system that supports the national governance system and governance capacity.In recent years,local people’s congresses have actively participated in the construction of governance systems,as a product of institutional innovation,the people’s congress deputies liaison station provides a platform for local people’s congresses and their representatives to participate in urban community governance.This paper selects the deputies liaison station of the Nanning People’s Congress as the research object,based on the theory of collaborative governance,it adopts case study method and interview method,collected materials on the construction of the liaison station for the deputies to the Nanning Municipal People’s Congress and their participation in community governance practices.This paper sorts out the policy basis and top-level design for the establishment of the deputies liaison station of the Nanning Municipal People’s Congress,as well as the system design,organizational construction,activities and effectiveness of the liaison station itself.It clarifies the goals,roles and interactive network connection of the people’s congress deputies liaison station in participating in the collaborative governance of urban communities.This paper explores the existing problems of the people’s congress deputies liaison station in the collaborative governance of urban communities,mainly as follows: the main role of the deputies to the people’s congress is not fully exerted;community collaborative governance network work efficiency is not high;community collaborative governance participation atmosphere is not strong.The reasons are analyzed,mainly: the cognition of the role positioning of the people’s congress deputies liaison station is ambiguous;the ability of participating subjects is uneven;low degree of public spiritual cultivation.Based on this,the ideas and countermeasures for development are put forward,mainly as follows:strengthen the self-construction of the people’s congress deputies liaison station;improve the synergistic linkage mechanism with various participating governance entities;empower the synergistic governance network with intelligent means;strengthen the cultivation of community culture and form a good atmosphere.It is expected to provide a useful reference for improving the mode and effect of the people’s congress deputies liaison station participating in the urban community governance.
