Study On Evaluation Of High-level Talents Policy Implementation In Guangxi

Industry is talented.Under the background of the strategy of "powering the country with talents",the role of high-level talents in promoting economic and social development has become increasingly prominent.From the central to the local level,governments at all levels in my country rely on a series of high-level talent policies to increase talent agglomeration,promote regional economic and social development,and have achieved certain results and effects.This paper takes Guangxi as an example,based on policy evaluation theory and satisfaction theory,using literature research method,interview method and questionnaire survey method,to carry out an empirical study on the implementation effect of high-level talent policy in Guangxi.On the basis of sorting out 143 high-level talent policies and 5 high-level talent engineering projects in Guangxi,the implementation effect of Guangxi’s high-level talent policy is evaluated from macro and micro perspectives.From a macro perspective,we mainly measure the satisfaction of talents in four dimensions of attracting,cultivating,using and retaining policy content from 151 high-level talent questionnaires;from a micro perspective,we measure the personal knowledge spillover effect of 76 high-level talent candidates in Guangxi.The score of the implementation effect of Guangxi’s high-level talent policy.The study found that the overall implementation effect of Guangxi’s high-level talent policy is good;the implementation effect of the talent introduction policy is good,but the effect of the retention policy is weak;The duration of the visit to Gui is different.Based on the lack of obvious advantages in attracting high-level talents in Guangxi,the lack of innovation in talent evaluation,and the weak implementation effect of the training and guarantee mechanism,this paper proposes to implement precise policies to "introducing" talents,increase efforts to "training" talents,and eliminate the four-dimensional to "using" talents,continue to attract "remaining" talents to optimize Guangxi’s high-level talent policy.And providing intellectual support for the high-quality economic and social development of Guangxi.
