A Study On The Social Assistance Of Guardianship Plight Children From The Perspective Of Muitiple Coordination

In recent years,the issue of the rescue and protection of children in distress has gradually attracted attention,and the Ministry of Civil Affairs proposed to help children in distress by classification.Among them,children in distress who lack effective parental guardianship,namely " guardianship plight children " have also entered the public eye.They are different from the troubled children who come from family economic difficulties or physical disabilities,guardianship plight children are mainly caused by lack of guardianship,improper guardianship or guardianship infringement,and their problems are more prominent and severe.In the absence of effective family protection,guardianship plight children requires the joint efforts of all parties to protect them so that they can enjoy the corresponding subsistence security and development welfare.This is the responsibility of the government,as well as the responsibility of communities,schools,social organizations and the market.The government and society have carried out a series of rescue and protection work for guardianship plight children,which has achieved certain results,but there are still some problems,which need to be improved.This paper selects N county located in the border of Guangxi as the research point.N County has a large number of guardianship plight children,complicated problems and a large workload of rescue and protection.In this paper,in-depth interviews and case analysis were used to interview the guardianship plight children,and their relatives and neighbors,as well as relevant leaders of the government,civil affairs bureau,community committees,schools and social organizations involved in the rescue and protection of guardianship plight children.The general situation of guardianship plight children in N county and their vulnerability in basic life,security,mental health and social development.From the perspective of multiple coordination,this paper analyzes and finds that the social assistance for guardianship plight children in N County has some problems,such as narrow coverage of the aid object,insufficient participation of the aid subject,weak synergy in the aid process and poor aid effect as a whole.Based on the results of field research and interviews,this paper traces the source of the problem,which is mainly divided into three aspects:First,on the level of consciousness,the concept of relief is weak;Second,there are defects in the system,and the multiple coordination mechanism is not perfect;Third,limited by resources,there is an imbalance between the supply of resources and the demand for guardianship difficult children.This paper argues that in order to promote the social aid work of guardianship difficult children,first,we should improve the legal policy system from expanding the scope of aid,refining the contents of provisions and clarifying the cooperation norms;Second,we should encourage multiple entities to perform their functions,strengthen the leading role of government departments,give play to the basic support of communities,strengthen the protective barrier function of schools,strengthen the service power of social organizations and invigate the vitality of market entities.Third,it is necessary to establish supporting measures to enhance the multi-synergy,improve the communication and cooperation mechanism,optimize the assessment mechanism and build an information sharing platform;Fourthly,we should enhance the effect of rescue and protection from the two aspects of strengthening the training of professionals and establishing the long-term mechanism of rescue and protection.
