The key to prosperity through the ages lies in people.Paying close attention to cadre training is of great significance to improve the quality and ability of cadres and ensure the successful completion of tasks in all stages of reform and development.The construction and optimization of training system is an important part of civil service management,which has an important impact on improving the overall quality of cadres.As the state supervision organ and the procurator as the subject of legal supervision,while performing the duty of legal supervision,the procuratorate needs to constantly update its professional knowledge and comprehensive ability according to the changes of the times and social development.At present,under the background of advocating "national learning and lifelong learning",government organs pay more and more attention to cadre training,but there are still some problems,such as imperfect training system,insufficient training resources,imperfect operation mechanism of training system,and insignificant effect of training knowledge in practical work.As an advanced modern management theory,Peter Shengji’s learning organization theory is widely used not only in enterprises,but also in public organizations such as universities and government departments.It has sustainable development potential and value.Combined with the relevant theoretical results and practical experience of the training system at home and abroad,based on the theoretical model of learning organization,this paper uses the questionnaire survey method,takes the cadre training system of K municipal procuratorate as an actual case,studies its current situation and existing problems,and applies the ideas conveyed by the learning organization theory to the construction and optimization of the cadre training system.Facing the problems existing in the current training system at the system level,resource level and operation level,combined with the content of learning organization theory,this paper deeply analyzes the reasons,and puts forward optimization suggestions from the system level,resource level and operation level from the perspective of building a learning organization,so as to supplement and improve the cadre training system as a whole.Innovatively apply the five models proposed by the learning organization theory to the optimization of the cadre training system,analyze the needs of cadres,reshape the training concept,strengthen the learning motivation of students,expand the systematic thinking of cadres and break the mental model.In order to ensure that the optimized training system plays a good role,combined with the operation mode of the training work of K municipal procuratorate,this paper puts forward the guarantee measures for the optimization of the training system,so as to provide guarantee for the realization of the strategic goal of sustainable development.
