Chinese society is in a transitional period from traditional to modern.Urban residents have changed from relying on units to relying more on the community, making the community an important place for people to live.Undoubtedly, this change puts forward new requirements for the development of the function of urban communities in China and the capacity building of community staff. The capacity building of community staff requires the government to absorb advanced management concepts and community governance concepts and improve the training mechanism for community staff. However, traditional community personnel training has many problems such as slow update of training content, theory more than practice, single training method, and poor training evaluation mechanism.Traditional training has not been able to meet the needs of the modern era.E-learning training is a good combination of the Chinese community’s development of talent demand and network technology. This E-learning training concept changes the tradition with the overall concept of lifelong learning.Training methods have developed rapidly around the world and are valued by companies and governments. This study takes the Jiangcun community in Changzhou as an example to systematically sort out the current situation of training in the Jiangcun community in Changzhou, and the problems it faces, and analyze the causes of these problems.Based on the above analysis and the relevant theory of E-learning training mode, the practical E-learning training mode of Jiangcun community staff is constructed, and the countermeasures and suggestions for improving the quality of community staff training in China are discussed.
