| With the development of network technology,real society and digital society blend with each other,and people have a broader digital living space.In the virtual cyberspace,multiple social media are more active,people communicate more closely,and an endless stream of new social ways enrich people’s life,which also has a greater impact on the real society.Many social media will not only bring a huge amount of network hot news,but also bring difficulties in regulatory screening,making it difficult to distinguish true and false information spread on the network,which requires not only the screening and selection of the Internet public,but also the identification and rumor refutation of the social regulatory department.This inevitably brings pressure on social managers to deal with information.Managers with weak foundation are easy to create or tired of coping or unable to deal with,which is easy to lead to network public opinion events.As the front line of public opinion,although the management ability is limited,the prefecture and municipal governments often bear more management pressure and shoulder the responsibility of resolving the public opinion crisis.Through observation,it is found that in the daily public opinion management of prefecture and municipal governments,there is often a continuous fermentation of events due to poor response strategies,resulting in adverse social impact.Therefore,it is particularly important to find and improve the response ability of prefecture and municipal governments by studying the strategies of prefecture and municipal governments in dealing with sudden network public opinion.This paper takes the prefecture level government as the research subject,combines the public opinion life cycle theory with the public opinion crisis management theory,and uses the method of case analysis and literature review to analyze and study the strategies of prefecture level government to deal with network public opinion.This paper takes the sudden network public opinion event of "water hydrogen vehicle" in D City as the research case,analyzes the overall event by collecting the information source,communication trend and public opinion tendency in the network public opinion event of "water hydrogen vehicle",analyzes and studies the response and Strategies of D city government to the event in the specific example,summarizes the problems and reasons caused by the network public opinion dilemma faced by the municipal government,and puts forward reasonable strategy suggestions.This paper mainly discusses from four aspects: first,analyze the network public opinion of "water hydrogen vehicle" in D City,and explore its impact on the three different subjects of prefecture level government,society and people.2、 Based on the life cycle theory,this paper analyzes the problem of poor response to public opinion in D City in the "water hydrogen vehicle" incident,and finds the specific problem performance of D City in the four stages of public opinion initial stage,growth stage,mature stage and aging stage,so as to provide a basis for putting forward targeted strategies in the follow-up.3、 The reasons for the poor effect of D city government in dealing with the network public opinion crisis.Through the analysis,it is found that there are subjective and objective reasons for the face of network public opinion in D city.4、 Put forward strategic suggestions for Prefecture and municipal governments to deal with sudden network public opinion crisis.Through the research,it is found that there will be different characteristics in different life cycle stages of public opinion,and although the prefecture and municipal governments can adopt certain response strategies,the effect is not very ideal.They often adopt a single and rigid response mechanism,which can not meet the dynamic change process in different stages of public opinion life cycle,which makes the prefecture and municipal governments in a passive position in public opinion management and makes the people question the credibility and management ability of the government.In the case,it is found that there will be some problems in the response of prefecture and municipal governments,such as low sensitivity,weak awareness,vague response and lack of guidance.This paper focuses on combining the life cycle theory with response strategies,and puts forward a set of dynamic response strategies to meet the characteristics of public opinion in different stages,so as to help resolve the dilemma of prefecture and municipal governments in response to online public opinion,This study provides a certain reference for actively solving the problems of prefecture and municipal governments in dealing with sudden network public opinion,and provides more choices for Prefecture and municipal governments in dealing with public opinion. |
